Topic: Dancing With The Locals

Last Week's Meeting - Nov. 2nd

Our last program was provided by Rotarian Steve Smith. Steve’s guest speaker was Jeff Whealton from Southwest Florida Water Management District. Jeff is with the Agricultural and ERP Permitting and Exemption regarding surface water with SWFWMD. As authorized by Part IV of Chapter 373, Florida Statutes, the District is responsible for permitting construction and operation of surface water management systems. The review process of an environmental resource permit application ensures that the permit will authorize activities or situations that are not harmful to the water resources or inconsistent with the public interest. Steve’s goal is to work with farmers to keep them “under the radar” and to help them streamline the permitting process to everyone’s mutual benefit. There are 16 counties, over 10,000 square miles and 11 major watersheds in the district. There are three main permits needed: A well construction permit is required prior to installation of a water well within the District. The permits ensure that wells are constructed by qualified contractors and meet rigid safety and durability standards. A water use permit allows withdrawal of a specified amount of water from the ground, lake or river. An environmental resource permit is required before beginning any construction activity that would affect wetlands, alter surface water flows or contribute to water pollution. Permitting ensures that the quality of our runoff water, back into the aquifers are of the highest quality possible and that the recovery of the water is as efficient as possible. Environmental Resource Permits (ERP) are a “one stop shop” permit designed for ease and efficiency. Many conditions need to be met before a permit can be issued with the bottom line being no adverse impact to the water supply. A permit generally takes about 30 days to acquire after extensive review. Exemptions are available for farmers through the Agricultural Ground and surface Water Management (AGSWM) program. To be able to qualify for this program there are many limitations and requirements to meet but has many benefits for the farmer. Over 800 AGSWM projects have been completed in the district since its implementation. For more information go to: www.swfwmd.state.fl.us/agriculture.
