SPEAKER:

Margaret Abe-Koga introduced our speaker, Kimbra McCarthy, City Manager for Mountain View. Kimbra became City Manager in 2020 when Margaret was Mayor. Kimbra has a Juris Doctorate degree and, prior to working in government, was in the legal field. Margaret praised Kimbra for her hard work and incredible leadership that led the City through the pandemic.

Kimbra talked about the 7 strategic priorities for the City of Mountain View: Community for All; Intentional Development & Housing Options; Mobility and Connection; Sustainability & Climate Resiliency; Livability & Quality of Life; Economic Vitality; and, Organizational Strength & Good Governance. These priorities guide decision-making and policies for the City. Projects, based on these priorities, are developed on a two-year cycle.

Some updates on City projects were provided:
  • Castro Street Pedestrian Mall. This will eventually incorporate three blocks on Castro: 100, 200, and 300.
  • “Elevate MV Guaranteed Basic Income Pilot Program.” This project is underway in cooperation with partner agencies and funded with federal money.
  • There are plans for affordable housing projects on City Parking Lot 12 and also on a former VTA lot.
  • El Camino Streetscape Plan. Street parking will be removed in favor of more auto and bike lanes.
  • Google has proposed to the City their plan for developing North Bayshore and Middlefield Park. These plans include housing units, schools, parks, as well as office space.
  • A new public safety building is planned to replace the present building (which doesn’t meet earthquake codes).

Sanjay thanked the speaker and adjourned the meeting.
