Program:   Carl Guardino  – Biggest Challenges Facing SV:  Traffic and Housing
Carl last spoke to our Club 6 to 8 years ago and we were very honored to have him back.  Spoke of the other 5 regions in the US that Silicon Valley is competing and compared with (NYC, Boston, So. Cal, Austin and Seattle).  Biggest woes are THE (Traffic, Housing and Education) We are now 2nd in traffic congestion and commute times only after NYC.  Although the economy is booming with a 28 % increase in jobs the population of the region has increased 8% and the housing supply only 4% bringing the dual problem of Traffic and affordable housing.  Solutions are difficult but being worked on.  #1 the Electrification of Cal Train, which will increase capacity by 100%, paid for by a “Layered” source of funds (Federal, State and local).  Bullet train would help by opening up cheaper housing in the Central Valley with reasonable commute times but the funding is highly in doubt (short fall of 90%?).  Mean while changes in land use restrictions and creative options can offer some relief (housing and commerce on top of BART parking lots).  Education is getting the boost with focuses on the 17 Community Colleges in the Region co coordinating their efforts on certifying students for the jobs in the valley.

  • Speaker recognition:   “In lieu of a speaker gift, we are making a donation to our Rotary “Polio Plus” Program on your behalf.   Polio Plus is an effort to eliminate polio from the world.
