Constable Philip Cash graduated from the Harris County Sheriff’s Academy and became a licensed Texas Peace Officer in 1988. In 1989 Cash began his full time law enforcement career as a Montgomery County Deputy Sheriff in the Detention bureau. Within 6 months was promoted to the rank of Corporal and transferred to patrol as a deputy in 1990.  In 1992, was promoted to detective and assigned to the MCSO Narcotics Division where he was assigned to the Department of Public Safety Narcotics Task Force, and also became one of the original members of the HIDTA-Methamphetamine Initiative Group who investigated and dismantled clandestine laboratory sites.  In 2005 Cash promoted to Lieutenant over the Special Investigations unit. Elected to Constable January 2017 – present  

Constable Philip Cash has accumulated over 3200 hours of certified law enforcement training, including but not limited to certification as a Drug Recognition Expert by the US Department of Transportation, certification from the US Drug Enforcement Administration (DEA) as a Clandestine Laboratory Investigator, and a Site Safety and Tactical Officer. Cash is also a state certified mental health officer. He attended the DEA International Drug Unit Commander’s Academy, and is a graduate of the FBI National Academy, Class 247. Constable Cash is also a graduate of the Texas Constable Leadership College Class 13.  

Precinct 1 Montgomery County, Texas. Pct. 1 consists of 42 full Time deputies, 2 part time deputies and 11 reserve deputies, plus 5 civilian employees. The agency has 5 divisions which are Civil/patrol, Marine patrol, Willis ISD, Mental health / Crisis intervention and detectives assigned to the internet crimes against children and the DEA opiate task force.
