Dr. James Marquart, Lamar University’s Provost and Vice President for Academic Affairs, will be speaking this week sharing the good news from Lamar University.
Dr. Marquart earned a bachelor’s degree in Law Enforcement Administration from Western Illinois University in 1976. Later that year, he enrolled in the Department of Sociology graduate program at Kansas State University where he graduated with his master’s degree in 1978. His Ph.D. in sociology was earned in 1983 from Texas A&M.
Before joining Lamar University in 2015, Dr. Marquart served the University of Texas-Dallas in various capacities including vice provost of academic affairs, associate provost, dean of the School of Economic, Political and Policy Sciences, and department chair and professor of the criminology program. Prior to joining the UTD faculty, he was a professor and director of several criminal justice institutes at Sam Houston State University. He began his academic career on faculty at Mississippi State University in 1983.

President-Elect Lynn Castle welcomed the Club's newest member, John Seth Bullard on June 13 as the newest member of our club. (He answers to either John or John Seth.) John is a Partner with Orgain, Bell & Tucker and is a member of the Jefferson County Bar Association. Moreover, he is an Eagle Scout, a Board member and executive officer of Three Rivers Council of the Boy Scouts of America. John Seth was proposed for membership by Chad Mason (pictured right). DUES INVOICING AND THE BILLING CYCLE
Rotary operates financially at the club, district, and international levels. Dues, along with contributions to the Beaumont Rotary Foundation, support the work done at each level. Dues are billed to the individual at the club level, andthe club pays District and International dues on behalf of every member who is on the membership roster on January 1 and July 1.
In order for the club to pay dues to Rotary International on July 1, each member must be up to date on his/her dues to the Club no later than June 30, in advance of the July 1 assessment by Rotary International.
If your January 1 dues are still unpaid on Thursday, July 28, you will be terminated in bad-standing, meaning you are ineligible for membership in this or any other Rotary Club until your past due amount has been paid.
In order to make it as convenient as possible for you to submit a timely payment, the Board of Directors has requested that the invoices be sent to members 30-45 days in advance so that each member has adequate time to budget for the expense, process payment, and assure that the invoice is paid by July 1, 2018.
Electronic invoices were sent last week. If you requested to have a printed invoice mailed to you, it should be received within the week. Please phone the office or email admin@beaumontrotaryclub.org to request a different method of billing or payment. Members with a credit card on file will receive a receipt by email when your card has been charged or will be contacted if your credit card information needs to be updated.
If you wish, you can submit your credit card information to be kept on file so that payments are processed for you in advance of the deadline each time.
If you wish, you can make arrangements with the Executive Director to have your charge card processed for your dues in installments until the account is paid in full.

Did You Earn Perfect Attendance?
It is always a very special day when we have the opportunity to recognize club members for contributions to the successes of the year. President Tim will present awards and recognition on June 26. He will also recognize those who have earned Perfect Attendance for the year either through meeting attendance, an eClub makeup, serving on and attending committee meetings, or attending a makeup event.
Did you submit a makeup for every meeting you missed? Do you know you can see your attendance report on the ClubRunner app? If you have not downloaded the CR app, do it now and/or get assistance at the next Rotary meeting.
As we assure that no one is omitted in the recognition process, please help us by reflecting on the year (July 2017-June 2018). If you deserve recognition, please call the Rotary office (409-842-1913) or send an email (admin@beaumontrotaryclub.org) saying you earned and deserve Perfect Attendance recognition.
Reminder: while we are proud of new members who have had Perfect attendance since joining, the award is only for members of the club with at least one full year of membership. That means you had to have joined BEFORE July 1 of 2017 to earn the award this year.

"Leadership, Rigorous Instruction, and Continuous Improvement Framework"
Dr. John Frossard

Beaumont Independent School District

John Frossard became the BISD Superintendent only three short years ago with more than 30 years of experience in education, including roles as a teacher, school principal and various positions in administration. Dr. Frossard gave an update about the current status of BISD.
During the past year, BISD was designated as a "District of Innovation" which allows BISD to start school earlier and allows for certain exemptions.
With regard to finance, the school district now has $30 million in the bank account or "rainy day fund." This amount is up from $100,000 just 3 years ago.
In addition, BISD is moving from a 5-year plan to a 3-year plan. The 3 areas of focus are:
Leadership
Rigorous instruction
Continuous Improvement
Repeating that he is closer to the end of his career than the beginning, Dr. Frossard is driven to turn low-performing schools into high performing schools, partnering with Lamar University, Lamar Institute of Technology, and other agencies to assist with this transition. The timeline for this change will begin this month.
Finally, Dr. Frossard stated that the purpose of the school district is to add value to the student by giving students the opportunities to improve and pursue higher paying jobs or opportunities to further their education.
