PROGRAM REVIEW
March 22, 2023

Christina Luhn, PhD
Senior Trade Policy Advisor Consul General
British Consulate Houston
By Bobbie Applegate

The British Consulate General in Houston is one of the agencies across the states that oversees foreign policy and economic development in the US for the United Kingdom (UK). The first consulate in Texas was developed 180 years ago. The Consulate has two teams: Department of Business and Trade which helps countries overseas in export issues with the UK, and the Foreign Commonwealth and Development which deals with outreach due to the exit from the European Union (EU).

The Houston Consulate “patch” (area to us) is from the Golden Triangle, Houston, San Antonio, and Austin. Most Brits think of New York and the East Coast as the US but the Houston consulate is establishing Texas as a place to visit and a place to do business. The UK area is quite small compared to the US and the ranking of GDP regions in the world Houston is 24, Dallas is 25 with Austin coming in at 55 is enlightening to many in the UK. In comparison to those areas, Poland is 21. Members of Parliament and corporations in the UK need to be aware how the US has changed politically and the diversity of our economy.

England and the US have many shared values besides history: free trade, democracy and language are just a few. One of the major differences is in the election of our national leaders. US citizens determine the President but members of Parliament determine the Prime Minister. Of course, there is the matter of royalty in the mix.

The UK has established four goals in the area of business and trade:

UK is looking to be a leader in energy transition which includes any technologies related to all areas from materials to labor to supply chains.

Innovative technologies are of great interest to the UK in developing software and cutting-edge related areas.

The UK is looking for collaborative opportunities: for example, a research entity in UK is working with Rice University to use more sustainable goods.

Finding communities in the UK of the same size and industry opportunities to collaborate shared challenges and problems.

The exit from the EU has taken longer than anticipated by the UK as final terms still have not been approved. The pandemic has been part of the problem and the UK has not recovered quickly. The Houston Consulate continues to make progress and assist in bringing the UK and US into cooperative opportunities benefiting both nations.
