Tommy Smith serves as Jefferson County Sheriffs’ Department Intake & Crisis Officer and Mental Health Liaison. Tommy is part of the diversion program between law enforcement and the Spindletop Center to direct lesser offenders into treatment and drug rehabilitation if they, and society, can be better served by treatment instead of incarceration.

"Proposing the Downtown Beaumont Cultural Arts District"

Sue Bard is the president of the Southeast Texas Arts Council and was our guest speaker. The purpose of the Arts Council is to provide financial assistance, marketing resources, publicity and advocacy for all types of arts in Beaumont and surrounding areas.
In 2005, House Bill 2208 of the Texas Legislature gave the Texas Commission on the Arts the authority to designate cultural districts in cities across the state. These special zones "harness the power of cultural resources to stimulate economic development and community revitalization." These areas can generate businesses, attract tourism, stimulate cultural development, and foster civic pride. There are currently 35 cultural districts in Texas, including 5 in Houston. While Beaumont is not yet among the list of Texas cities with approved Cultural Districts, the Downtown Beaumont Cultural Arts District (DBCAD) has been proposed and is awaiting approval.
The DBCAD has five stated objectives: 1. Become the information center of cultural arts activity within the boundaries of the district. 2. Develop and strengthen relationships between organizations, businesses, and artists. 3. Increase traffic into the cultural arts district. 4. Increase revenue within the district. 5. Develop a means to measure growth and relevance of a cultural arts district.
The proposed designation would encompass the area between MLK Boulevard and the Riverfront, and from Franklin Street to Calder Avenue (and slightly north of Calder on the east side of Park Street). Some of the local assets that are included in that geographic area are: the Julie Rogers Theater, Jefferson Theater, Tyrrell Historical Library, Art Studio, Music Studio, Beaumont Main Street, Convention and Visitors Bureau, Chamber of Commerce and 6 museums.
An approved Cultural Arts District for Beaumont will be another attraction, and a great benefit to the city and the many arts-related organizations. Stay tuned!
