Pamela Wise began her talk with the simple statement that the Pandemic has changed everything. Sensitive to these changes, the Workforce Solutions Southeast Texas (setworks.org) responded. It is one of twenty-eight workforce development boards in Texas that were legislated by the state to train and educate people looking for work. Pamela mentioned the WIOA, or Workforce Innovation and Opportunity Act, that was implemented by the Texas Workforce Commission (TWC) to match employers with workers and assist with training and skills development. Southeast Texas Workforce Solutions serves Jefferson, Orange, and Hardin counties and it is here to help put people to work in support of its vision: “A World-class, competitive workforce for Southeast Texas.” Last year, they served over 15,000 individuals ranging from youth (ages 16-24), foster youth, veterans, adults, and dislocated workers. Pamela discussed the changes the center endured in 2020 beginning with confusion: what was happening? She noted that Workforce Solutions were deemed an essential service and continued to provide services throughout the Pandemic. At one point in 2020 almost 29,000 people had lost their employment and almost every industry was negatively affected by Pandemic business closures, layoffs, and furloughs. Out of an abundance of caution, they closed all of their local workforce solutions centers to the public. Instead of curtailing services, however, the center rose to the occasion and increased the information provided on, as well as access to, their online services. Zoom, Teams, Google Meets took the place of in-person meetings. Today the center offers 24/7 access in a virtual, remote, and online world with over 6,000 online learning courses and the ability to earn digital badges and certificates. And the best part: it’s all free to job seekers! As for the not-so-great resignation of people leaving their jobs after the Pandemic, she noted that instead of a disaster, this re-alignment was an opportunity for a Great Reshuffling in which workers reassessed their jobs and careers, as well as where they wanted to work, for a better life-work/work-life balance. Southeast Texas recovered after the Pandemic and in April 2022 listed an unemployment rate of 6.3%. Pamela noted that in 2028, 25% of jobs may offer a work from home component, which reflects an environment unanticipated before the Pandemic shutdowns. Indeed, the Pandemic did change everything!
