40B Development: A Strong Law that Provides ‘Inconvenient’ Opportunities for Improvement

Free real estate thought leadership event.

Overview: Lynne Sweet, Principal of LDS Consulting Group, LLC, Wellesley, MA, will lead our discussion on M.G.L. Chapter 40, the Comprehensive Permit Law:  a “very strong, tough law” designed to deliver housing that is urgently needed in Massachusetts. She will provide a brief history and procedures. However, Sweet’s main focus will be to bring concrete examples of improvements associated with 40B developments, including stormwater management, traffic improvements and information that confronts misconceptions on the impact on property values and increases in school-aged children.

Sweet holds an MBA from Babson College. Before founding LDS Consulting Group in 2000, Sweet established the Senior Housing Strategies Group at BRFG Consulting Group. Among her many accomplishments, she worked in 2011 on the advisory committee to the “Committee Against Repealing the Housing Law” and in 2003 was an active observer on the Commonwealth’s Chapter 40B Task Force. Her testimony as an expert witness on a 40B court case led to the Supreme Court of Massachusetts creating a precedent on the definition of” regional need.”  She has or does hold senior leadership positions at CREW Boston, Massachusetts Consulting Planners, and the Second Step.
