Deborah Dobbs - SPCA of East Texas

Born and raised in the Dallas Metroplex, Deborah attended the University of North Texas and obtained her bachelor’s degree in psychology.  Deborah moved to Tyler in 1992 upon graduating from South Texas College of Law in Houston and began working as an Assistant District Attorney under Jack Skeen.  In 1995, Deborah started a private Family Law practice serving clients in Tyler and surrounding counties.  In 2002, together with her husband David, they formed the law firm of Dobbs & Tittle PC which is located near UT Tyler on University Boulevard.

In 2010, Deborah founded the SPCA of East Texas and has served as President and CEO since its inception.  Deborah reports to a 23 member Board of Directors and takes no salary for this position. 

Her initial service in animal welfare began in 2005 as a volunteer with the Humane Society of East Texas.  Working closely with that organization, Deborah provided pro-bono legal counsel and contract negotiations with the City of Tyler and Smith County. Deborah continues to be licensed to practice law in Texas and has been responsible for the civil seizure proceedings and re-homing of abused and neglected dogs, cats and some horses in Smith, Wood, Cherokee and Rusk County. 

Since forming the organization in 2010, we have grown from a one room office with one part time employee to a staff of 15 employees with 3 facilities in Tyler. Deborah has participated in animal welfare work on a full time basis since the formation of the SPCA of East Texas in 2010.
