Chief of Police Jimmy Toler is a veteran of the Tyler Police Department with over 20 plus years of service. As the Chief of Police, he commands a department comprised of 247 employees (194 sworn) and oversees an annual operating budget of $26 million dollars. Chief Toler began his career with the Tyler Police Department in December 1993. During his years of service with the department, he has had the opportunity to work within the Patrol, Investigations, and Administrative divisions of the department. Prior to promoting, he worked as a Patrol Officer, a Youth Crimes Investigator, a Crimes Against Children Investigator and District Investigator. Chief Toler promoted to the rank of Sergeant in September 2001. As a Sergeant, he has performed assignments in the Patrol, Vice / Narcotics and the Integrity Unit. He promoted to Lieutenant in April 2009 and was assigned to the patrol division as a shift commander. In September 2009, he attended the City of Tyler Lean Six Sigma training program. As a Lieutenant, he received his Lean Six Sigma Green Belt and Black Belt certifications. Utilizing the Lean Six Sigma methodology, he focused on making improvements to numerous areas of the department. He is a member of the City of Tyler Performance Excellence Program and continues to work to implement strategic planning principles and best practices throughout the organization. In July 2013, he promoted to Assistant Chief and assumed command of the Patrol Division. In this assignment, he supervised Patrol Operations, the Traffic Unit, Training, Career Development and Airport Security. In June 2015, he transferred to the Investigations Division. As the Investigations Division Commander, he supervised Criminal Investigators, Community Response, Dispatch / Communications, Records, and Building / Fleet operations. Chief Toler worked as the departmental liaison during the development and construction of the Faulkner Park Police Station. Chief Toler received his Associates Degree from Kilgore College in 1991 and a Bachelor of Science Degree in Political Science from the University of Texas at Tyler in 1993. Chief Toler is a graduate of the Law Enforcement Management Institute of Texas / Leadership Command College and the Federal Bureau of Investigation (F.B.I.) National Academy, 251st Session. In addition, he is a graduate of Leadership Tyler (Class 28). Chief Toler’s Professional and Civic Affiliations include: Tyler Police Foundation, Smith County Children’s Advocacy Center, Tyler Sister Cities International, Church and Community Network, Smith County Behavioral Health Leadership Team, International Association of Chiefs of Police (I.A.C.P.), F.B.I. National Academy Associates, and Smith County Peace Officers Association (Vice President), Leadership Tyler, and Catalyst 100. Chief Toler serves as an Executive Team Leader for the City of Tyler. In addition to the responsibilities of the police department, he oversees the operations of Animal Services and Code Enforcement. |

The Alzheimer’s Alliance of Smith County is a local, independent nonprofit organization committed to walking beside all those in Smith County on their journeys with Alzheimer's disease and dementia-related illnesses. Stephanie Taylor: I am honored to support East Texans living with dementia, their caregivers, and our community impacted by this devastating disease. Before joining the Alliance staff in June 2016, I served as the director of community outreach and as the public information officer for the Northeast Texas Public Health District. I've also been recently involved with the Junior League of Tyler, the Texas 211 Advisory Board, and the Tyler Fit City Challenge Steering Committee. I'm a Lindale native and alum of Baylor University, and I currently live in Tyler with my husband and our four children. Luanne Harms: I am thrilled to be part of the Alliance team and supporting clients and families on brain health and dementia-related concerns. With several years of experience serving those in hospitals, senior living, and hospice care, I'm a passionate advocate for senior adults and meeting their care needs. South Tyler Rotarian Dave Sherman sings about real life experiences – family, faith, work, winning the Publisher’s Clearing House and Duct Tape! Dave walks his audiences through a lifetime of creative writing. He escorts his audiences from Mayberry to see Andy and Barney, to Alaska to witness the Gold Rush and to a hospital corridor to hear a baby girl being born. Dave’s songs include hard-driving blues and laid-back folk tunes. His songs are wrapped around a voice that is as much a part of the Mississippi Delta as cotton fields and paddle wheels. He has shared the stage with such acts as with The Nitty Gritty Dirt Band, Blood Sweat & Tears, Livingston Taylor … and Preston. Dave joined Rotary in July of 1986. |

A Native Tylerite, Don Warren graduated from Robert E. Lee High School and Texas Tech University and has been an oil and gas professional for the last 36 years. He is the owner of Lomoco, Inc., a small oil and gas asset management firm which he formed in 1994. Don currently serves as a Board Member for Hiway 80 Rescue Mission, the Hispanic Business Alliance, Willow Brook Country Club and is also an Auxiliary Board Member for the School of Arts and Science at UTT. Don also serves on the Behavioral Health Leadership Team, the Mayor’s Homelessness and Poverty Roundtable and serves as the Chairman of the Bergfeld Park Improvement Project. Don recently served as a volunteer on the Tyler Planning and Zoning Commission and was Co-Chair of the Tyler Arts Center Task Force. In the past, Don has served as a Board Member of the Smith County Child Welfare Board, Saint Marcus Compassion House and the Tyler Museum of Art. In 2008, Don and his wife made some “life changing” decisions and realized it was time to make some professional and personal changes in their lives. The decision was made to start the journey of “giving back” to the community. Don wants to ensure that Tyler remains a great place to live, work, raise a family and retire. He has developed relationships with city staff, city officials and civic leaders and believes that with good relationships and friendships comes the ability to make decisions and move the city forward. Don is married to Chelli and they have two grown daughters and six grandchildren. Don and Chelli love to travel, cook and play golf. They are members of Green Acres Baptist Church.

Jeremy Davis is a Navy Veteran with a deployment to Iraq for Operation Iraqi Freedom and South America on anti drug ops. Jeremy grew up here in East Texas and attended high school in Quitman. He is married with 7 kids ranging from 6 years old to 22 years old. 4 girls and 3 boys. Jeremy is a Drilling Fluids Engineer for Lewis Energy Group and has been in this career field for 6-7 years. Jeremy has been handling and studying snakes since he was old enough to talk. Snakes are more than a hobby for him and more like a passion. Not only does he teach folks about snakes but he also am available to do relocates and to take people on Snake Hunts which of course will be catch, educate, and release.

Recognizing the need to build a college-going culture that will strengthen the workforce of the future, communities nationwide are creating opportunities for students who might not otherwise be able to attend college. The pioneer of the “promise scholarship” movement – Michigan’s Kalamazoo Promise – was launched in 2005 and has helped almost 5,000 students receive a college education. In 2014, the Rusk TJC Citizens Promise – Texas’ first community-based promise program – was created in partnership with Citizens 1st Bank, the James I. Perkins Family Foundation and Tyler Junior College, offering TJC scholarships to qualifying Rusk High School seniors. The first Rusk Promise cohort graduated from TJC in May 2016. In honor of TJC’s 90th anniversary, a bold, new scholarship initiative has been established. The TJC Promise provides an earned scholarship to eligible high school students within TJC’s tax district. The program is being developed by leadership of the College and surrounding school districts. Beginning in 2020, qualifying graduates can receive up to two years of tuition and fees at TJC. Students earn the TJC Promise scholarship by meeting certain standards during their high school years based on academic achievement, persistence and community service. The scholarship standards of the TJC Promise will promote positive behaviors early on to ensure that students are on the path to success in high school, college and beyond.

The 4-Way Test is one of the world’s most widely printed and quoted statements of business ethics. The 4-Way Test Speech Contest is held in the Spring of each year. Our speakers this year come from the Interact Club at Robert E. Lee High School. They prepare a five to seven minute speech that illustrates the 4-Way Test of Rotary International and how it applies to their life, activities, interests, or goals, or any combination thereof. Winners at the Club level advance to the District Competition. At each level, students have an opportunity to win scholarship money. This year’s topic, as chosen by District Governor Ted Huffines is “How does living by the Rotary 4 Way Test help you in "making a difference" where you live and go to school?” Those in attendance at the meeting will help select a 1st, 2nd and 3rd place winner.

Pat Stacey was born and raised in Dallas. He graduated from Stephen F. Austin State University in Nacogdoches with a major in Radio / Television and a minor in business management. Pat interned at KDFW-TV in Dallas during his college years which cemented his interest in the television business. Pat started his career with KLTV in 1986 and has held numerous positions in operations, promotions, research and advertising sales. Pat has served the East Texas community through involvement with the American Heart Association, Muscular Dystrophy Association, Tyler Area Chamber of Commerce, Children's Village, University of Texas at Tyler Patriot Organization and the United Way. In August of 2009 he was named as VP/ General Manager for KLTV and is committed to keeping KLTV in a position of leadership throughout the communities the station serves. Pat is married with a daughter and son.

Rabbi Neal Katz grew up in Virginia Beach, VA. His father is a jeweler and operated his own small jewelry business for nearly 50 years. His father is a Navy Veteran who served in Vietnam, and his father’s belief in the power of small business and a strong work ethic has been a great influence on Neil. During his 15 years in Tyler, Neal has been honored to serve on numerous local and state-wide non-profits and civic boards. He received the T.B. Butler Award for "Most Outstanding Citizen in Tyler 2004" by the Tyler Area Chamber of Commerce. In 2012, he was honored again by the Tyler Chamber of Commerce with the W.C. Windsor Award for Outstanding Community Service by a citizen under the age of 40. Neal also taught full courses at both UT Tyler and Tyler Junior College over the years. And he is an active speaker to many local schools, churches, and civic groups. In addition to all this, he is a performing musician. He is married to his amazing wife, Jennifer, and they have three wonderful children, Micah, Lila, and Rebecca – all of whom are proud students in Tyler public schools. Neal is currently running as an Independent candidate for the Texas State House of Representatives, District 6.

Paul Gleiser, President of Gleiser Communications has had the good fortune to spend his life doing what he likes to do. As a young boy, two passions took hold of Paul — radio and photography. With those two interests, he has been able to own three radio stations in Tyler, Texas since 1991 and has traveled the world making photographs.

Born and raised in the Dallas Metroplex, Deborah attended the University of North Texas and obtained her bachelor’s degree in psychology. Deborah moved to Tyler in 1992 upon graduating from South Texas College of Law in Houston and began working as an Assistant District Attorney under Jack Skeen. In 1995, Deborah started a private Family Law practice serving clients in Tyler and surrounding counties. In 2002, together with her husband David, they formed the law firm of Dobbs & Tittle PC which is located near UT Tyler on University Boulevard. In 2010, Deborah founded the SPCA of East Texas and has served as President and CEO since its inception. Deborah reports to a 23 member Board of Directors and takes no salary for this position. Her initial service in animal welfare began in 2005 as a volunteer with the Humane Society of East Texas. Working closely with that organization, Deborah provided pro-bono legal counsel and contract negotiations with the City of Tyler and Smith County. Deborah continues to be licensed to practice law in Texas and has been responsible for the civil seizure proceedings and re-homing of abused and neglected dogs, cats and some horses in Smith, Wood, Cherokee and Rusk County. Since forming the organization in 2010, we have grown from a one room office with one part time employee to a staff of 15 employees with 3 facilities in Tyler. Deborah has participated in animal welfare work on a full time basis since the formation of the SPCA of East Texas in 2010.

Spaghetti Supper

South Tyler Rotary hosts the Reed Franklin Annual Spaghetti Supper on Thursday, April 26th. Since 1992 this annual fundraiser helps South Tyler Rotary supports local non-profit organizations and causes. Each year, 50 percent of the funds raised each year are immediately applied to programs and services in the local area. The remaining 50 percent are held in the South Tyler Rotary's Foundation for use in future endeavors.
Sponsors and attendees enjoy a huge helping of homemade spaghetti, tossed salad, garlic bread, dessert, and a non-alcoholic beverage - dine in or carry-out. Individual tickets are $10.00 each and sponsorships are available starting at $100.00.
Reed Franklin was a former club president, a founder of the spaghetti supper and a great champion of civic causes in the community. Franklin died in April 2015.

She's a pioneer in the field of data-driven digital storytelling, a frequent speaker on issues of digital journalism, and a die-hard fan of alt weeklies, where she got her start as a local reporter. She lives in Tyler, Texas with her husband, her stepson, and two imperious terriers. |

South Tyler Rotary is pleased to participate in the Keep Tyler Beautiful "Adopt A Park" program at Bergfeld Park. Our responsibility is to pick up trash and debris throughout the park once a quarter. Our first clean up is Monday, April 30th from 5:00pm to 7:00pm. The City provides us the trash bags, gloves, vests and litter grabbers. Water will be available. Spouses and family are welcome to join us. We'll meet at 5:00 at the tennis courts on College. We suggest parking along College or that area. For those of you who can't be there by 5, just look for the orange vest wearing Rotarians hard at work. |

Brandy Ziegler is an Architect and Partner at Fitzpatrick Architects in Tyler, Texas. Brandy received her Master of Architecture from Texas Tech University in 1999. She worked with Beeler, Guest, Owens Architects in Dallas upon graduating. There she worked on Mutli-family and Mixed-use projects for the Dallas and Austin Texas areas. In 2001, Brandy and her husband Bryan moved to Denver to work with Mountain Design Group, an architecture and engineering firm. Brandy joined Fitzpatrick.Butler Architects in 2003. She is NCARB certified and is a licensed Architect in the State of Texas and Oklahoma. In 2009, Brandy took the Leadership in Energy and Environmental Design accreditation exam, and is now a LEED Accredited Professional. In 2010, Steve Fitzpatrick began Fitzpatrick Architects, and Brandy became a partner of the firm. Projects in her resume include the re-envisioned offices of Tyler Morning Telegraph, Tyler Tennis and Swim Club, The Energy Center at Tyler Junior College, Brookshire’s FRESH Grocery Store (LEED Certified), Wood County Electrical Cooperative (Quitman), First Christian Church Renovations and Additions, Ecoland Early Learning Center (Kilgore), Region 7 Education Service Center Renovations and Additions (Kilgore), The University of Texas at Tyler’s Baseball and Softball Complex, Texas Arthritis and Rheumatology Medical Office, South Tyler Dermatology Medical Office, The Genecov Office Expansion, and Prothro – Wilhelmi Accounting Office. Brandy is married to Bryan who is a civil engineer and the principal at Aqueous Engineering in Tyler, TX. Bryan also received his Master’s in Architecture along with his civil engineering degree at Texas Tech where they met. They have been blessed with two girls Sophie (2005) and Maya (2008). Brandy is an active member of the Education/Human Resources Committee for the Tyler Area Chamber of Commerce, and she is on the Board of Directors for the Andy Woods Elementary Parent Teacher Association. Bryan and Brandy are members at Green Acres Baptist Church where they are active in volunteering and serving. |
