Bio:

Helen V. Chou has focused her career in public service and economic development, with over 20 years' experience in government, private, and non-profit sectors across Asia, the U.S., and Africa. She currently serves as the Director of People and Strategy at Athena Infonomics, an impact solutions group headquartered out of Chennai, India, specializing in social science research, data analytics, and technology to advance global development. Helen served over 10 years in national and local government, including the Singapore Economic Development Board (EDB), where she co-led the International Organisations Programme Office, focusing on public-private partnerships, social finance, and non-profit management. She then joined the City of Houston as the lead of International Services at the Houston Public Library. Her career began in financial services management consulting at Oliver Wyman.

Helen received her Bachelor’s degree in Economics and East Asian Studies from Harvard University, and a dual-Masters of International Affairs and Public Policy from Columbia University School of International and Public Affairs, and the National University of Singapore Lee Kuan Yew School of Public Policy.

Born and raised in Houston, Helen is passionate about the Houston community. She currently serves as a founding board member of Fit Houston, and was an inaugural member the Houston 2036 Taskforce on Equity.
