The annual planning meeting for the Rotary Club of China Lake will be held on Wednesday. Our lunch meeting will be dark. This meeting counts as a regular meeting for attendance. Directions at the end of this message. We will have a heavy hors d'oeuvres/appetizer potluck during the social hour. Please bring a dish or dessert to share. Leadership Ridgecrest

Leadership Ridgecrest is a program to develop leaders in East Kern County with the skills, motivation and background to take our community into the future. Students will participate in a nine month program (approximately 1 day per month) involving classroom sessions and field trips to many of the vital agencies and companies in our community. David Saint-Amand is a member and Past President of the Rotary Club of China Lake. He is a Master PRLS Graduate and a Multiple Paul Harris Fellow. He is a recipient of his club’s “Everett A. Long Rotarian of the Year” award, and the Rotary International “Rotary Volunteers” Certificate of Recognition. He is a Past-Chair of the Rotary Club of China Lake Charitable Foundation, through which he personally funds an annual science and engineering memorial scholarship in honor of his Parents: Dr. Pierre and Mrs. Marie Saint-Amand. David has a particular interest in eliminating the Polio virus as his mother was infected with it as a child. To that end he created the “Big Change from Small Change” fundraising effort in order to cover his club’s annual contribution to the first matching grant of the Bill and Melinda Gates Foundation. He raised over $6,000 for the Rotary PolioPlus program; which was then donated under his club’s name. David has served District 5240 every year for the past ten years; from a member of the “Future Vision Pilot District Committee,” to Executive Assistant Governor, and up to Chief Operating Officer for District Governor Jim Bell (2015-2016), and Chief of Staff for Governor John Weiss (2017-2018). |

Water & the Indian Wells Valley

Peter E. Brown was elected to the Indian Wells Valley Water District Board of Directors in November 1994. He previously served as President in 1998, 2003, 2006, 2010, 2013, and 2017 and as Vice-President in 1997, 2002, 2005, 2009, and 2016. Mr. Brown currently serves on the Finance and Water Management Committees. Peter is the IWV Water District representative on the IWV Groundwater Authority. Born and raised in the upper Mojave Desert, located in the Indian Wells Valley, California, Mr. Brown has been self-employed for 33 years and is owner and operator of Earth Landscaping and Maintenance. He holds many licenses and certifications which qualify him in all aspects of landscape contracting. Landscaping allows him to pursue important environmental issues dealing with water conservation. Mr. Brown married his high school sweetheart, Debbie, and they have two children, Mindy and Ruben and two grandchildren.. Hobbies include gardening, designing and building, welding and wood working and watching science fiction movies. He is an active member and past president of the Rotary Club of China Lake. He is a Paul Harris Fellow of Rotary International. Peter has traveled to India and Africa to assist in Rotary’s Polio Plus campaigns immunizing children under five against polio. |

SOLVES - School of Life Values Enterprise Sciences

Daryl will share his innovative plan he has started in Kampala Uganda with plans to launch a ‘beta test’ site this June thru Dec 2018. Daryl has a world vision for churches, service clubs, and educators who want to share what they have. Daryl calls the project "Solves." as in Rotary Solves Uganda where Solves stands for School of Life Values Enterprise Sciences. Mentors share with classrooms via a simple online media. We utilize Google Classroom which is also used by the schools in Sierra Sands School District, Skype, and a simple $100 Windows 10 computer. The program works, has been proven, and is desperately needed. |

PACT Coordinator

Ridecrest Police and Community Together PACT is comprised of adult citizens who are familiar with the local areas. These trained volunteers enhance vital crime prevention services and community awareness. Citizen volunteers may perform the vacation house checks, conduct business and residential security surveys, provide traffic control for special events, provide support for the local semi-annual fairs, and assist in several other programs. Volunteers conduct other assigned duties per the Chief of Police. Citizen volunteer members do not take any enforcement action, carry any weapons or make custodial arrests. Any suspicious activity observed is immediately reported to the Police Department. PACT is a crime prevention program exercising proactive law enforcement principles. The PACT program is expressly comprised of volunteers having an interest in helping their law enforcement agency. |

Navy/FAA policy on drones

NAVAL AIR WEAPONS STATION 5/26/2018 NAWS China Lake announces guidelines for local personal drone flight procedures NAVAL AIR WEAPONS STATION CHINA LAKE, Calif. – Flying drones for recreational purposes can be a lot of fun, as long as rules and safety precautions are followed. The City of Ridgecrest is located within several airspace areas, each falling under different Federal Aviation Regulation requirements for recreational drone use. There are three specific areas that require additional attention. If you are north of Ridgecrest Boulevard you are in airspace designated as Restricted-2505. If you are west of Downs Street you are also located in restricted airspace, which is called Restricted-2506. Before attempting to fly your drone in these areas you must contact the Naval Air Warfare Center Weapons Division Public Affairs Office at 760-939-3511. If you are north of Bowman Road but south of Ridgecrest Boulevard you are in airspace designated as Class Delta, which is associated with Armitage Airfield at NAWS China Lake. Before flying your drone in this area you must notify the base operations office at 760-939-5475 during working days and the base Command Duty Officer at 760-608-7004 if it is a Flex-Friday, holiday, or the weekend. Regulations within this airspace include no flight above 400 feet in addition to standard FAA regulations. Regardless of where you fly within the local area you must always abide by all FAA regulations. To help drone users safely operate their aircraft anywhere in the United States, the (FAA) has published guidelines regarding recreational drone use at https://www.faa.gov/uas/. In order to accommodate authorized base patrons, NAWS China Lake allows the use of personal drones at Satellite Lake on the Installation, with Satellite Lake being the only authorized area for use aboard the Installation. While flying drones in this designated area, drone pilots are reminded to adhere to safety measures and be familiar with NAWS China Lake Instruction 3715.1. Notify base operations at 760-939-5475 if you are flying your drone at Satellite Lake during a work day and the base Command Duty Officer at 760-608-7004 if it is a Flex-Friday, holiday, or the weekend. When flying your drone, you should never fly near other aircraft; drones must remain in your line of sight at all times; always ensure you know the latest policies and rules; you should never fly over groups of people; and keep your drone grounded during disasters, such as wildfires, to avoid interfering with mishap responders. For more information on drone flight within the United States check the B4UFLY app for any restrictions. You can locate this app at https://www.faa.gov/uas/where_to_fly/b4ufly/. This app helps drone pilots safely operate their drones by providing no drone zones around your GPS location. It also provides a flight planning function so drone users can ensure a safe and successful flight. To ensure the safety of everyone, please report suspicious drone activities on or near the base to the NAWS China lake Police Department at 760-939-3323. For more information on drone operations aboard the installation, contact NAWSCL Public Affairs Officer, Margo Allen, at 760-939-1683. |

Michael Prather lives in Lone Pine, CA. in the historic Owens Valley. He has worked on wildlife restoration and protection of habitat at Owens Lake and throughout the Inyo County for over 30 years. Living with purpose and being able to work with diverse people he considers to be his two primary goals in his life – working to make our planet a better place for all of us and the critters too. Mike Prather is an environmental activist and conservationist who has advocated for the rewatering of Owens Lake and the Lower Owens River. |
