Ally Soper introduced Kern County's Chief Administrative Officer, Ryan Alsop.
Ryan was doing a hard pitch for Measure K, a 1% sales tax for county residents and businesses. It won't affect Bakersfield city residents, which passed their own 1% sales tax last election.
He feels it's the ONLY way the county will be able to fund first responders and other types of county needs. The reason is that the state has pretty much gutted the tax base with crippling oil and ag reforms.
Property tax from oil and ag accounts for about 90% of the discretionary income for the county. A loss of 100's of millions of dollars. Revenues are down 3% since 2015.
