By the time I tuned in to what was going on, I missed who did the invocation and flag salute. The song was a semi-disaster…

Jim Damian was in charge of the song today. He wanted to create some sappy vibes with Carole King's famous sing-along, "You've Got a Friend." But due to a miscommunication, we ended up humming "You've Got a Friend in Me" from Toy Story 2. 

The jokes just write themselves, folks.

Guests (I tried out a recording app today. I discovered it does a poor job with names- so… apologies)

Jefé Jeff presented a $1,000 donation for the Waterman Foundation to a confused Justin Leland. I think this was supposed to be a humorous exchange, but just like Jefé's new AI assistant, it failed to deliver. I saw more than a few Rotarians scratching their heads.

Program:

Lt. Nicole Anderberg’s arc: from 911 dispatcher to impact unit and Community Vitality lead; seasoned in patrol/investigations; active volunteer.

Impact Unit: 26 officers across four teams, plus mental health pros and code enforcement. Tackling quality-of-life and homelessness with a little humanity.

Community Vitality Program: cross-department effort to address homelessness; Call Center (326-3737) becomes the central hub for homeless-related reports.

Homelessness & Community Initiatives:

Bakersfield faces rising homelessness due to a housing crunch, mental health issues, and drug addiction.

• Focus is on treatment and partnerships (Kern Behavioral Health, co-response teams, field units) over jail time.
• Housing and resources prioritized; 100+ housed annually; 500+ moved off streets via shelters.
• Quick-response teams handle encampments, quality-of-life, and encampment management with dedicated crews and gear.
• Call Center triages calls to police, outreach, or city services; partners with flood ministries for outreach and shelter.
• Trespass Enforcement Authorization Program uses QR-coded signage so business owners can pre-authorize action; broader adoption expected.
• $2M state grant funds intensive case management for chronically homeless individuals—“relentless pursuit” in action.
• Core vibe: compassion, dignity, individualized solutions.
