District Governor

Raj was born in the south of India. He has a Bachelor of Civil Engineering degree and Masters in Hydraulic Engineering (India) and a Masters in Mechanics and Hydraulics (USA). He came to Canada in 1973 and now lives in White Rock. He is retired but still provides worldwide assistance in subjects of his expertise. Raj has extensive experience at senior levels in the World Bank, United Nations Specialized Agencies, and private sector. His experience includes working on sustainable large-scale water resources development and management projects (Irrigation and Hydropower) in many countries including Afghanistan, Bangladesh, Bhutan, Cameroon, Canada, China, Ethiopia, Ghana, India, Moldova, Mongolia, Nepal, Nigeria, Pakistan, Sri Lanka, Sudan, Tanzania, Thailand, Turkey, United States and Vietnam. Raj is a Director of the Sources Foundation in White Rock which operates various facilities to meet the needs of the community. He is a Director of New Bridge Academy, helping to build bridges between the incoming Chinese immigrant community and area residents. Raj joined the Rotary of Club of White Rock in 2014 under the classification of International Water Resources Development and Management and was Club President in 2016-17. Raj is a multiple Paul Harris fellow and a major donor to the Rotary Foundation. He is Chair of the Canada-Tunisia Inter Country Cultural Committee of the Rotary International. He is also a member of three Rotary Action Groups: Water and Sanitation, Environmental Sustainability, and Honouring Indigenous People as well as a member of the Whisky Dram Rotary Fellowship Group. Raj enjoys trekking and general hiking. He climbed Mount Kilimanjaro in the eighties and trekked up to the Base Camp of Mount Everest ten years ago. |

Previously, John worked in economic development at both the regional (King County, WA) and state (Virginia) levels as well as in the private sector, and also served as Deputy Secretary of Commerce and Trade for Virginia Governor Mark Warner. After having earned degrees from the Georgetown University School of Foreign Service and the University of North Carolina School of Law in Chapel Hill, John practiced law in the private and public sectors for over 20 years in NC and VA after his clerkship on the North Carolina Supreme Court. John also studied journalism and communications at the Université de Fribourg (Switzerland), and speaks French, German and Spanish. He has presented across the US and abroad on economic development, equity and inclusion, incentives, negotiation, and organizational development. John and his husband James love living in Skagit County with its majestic beauty and, even more importantly, amazing people. Together they have three sons, two daughters-in-law, and a brand new granddaughter! |

Pam Davis <Pam.Davis@skagit.edu> Dr. Christopher Villa Dr. Christopher Villa is an experienced community college leader and is the current President at Skagit Valley College. He most recently served as President at Portland Community College (PCC) Rock Creek, nestled near Beaverton and Hillsboro, a high technology corridor often referred to as the “Silicon Forest” of Oregon. He earned his bachelor’s degree in social ecology from the University of California, Irvine, a master’s degree in public administration from University of Southern California, and a doctorate in educational leadership and policy from University of Utah. Dr. Villa has served as an adjunct faculty in the Educational Leadership and Policy Studies Department at California State University, Northridge. He and his wife Diane have three children, all successful transfer students from community colleges. He spends his spare time cataloging music, enjoying the outdoors, and going on road trips with Diane and the family beagle, Maya.

Camp Korey

Nichol Ellis is the Community Engagement Manager at Camp Korey. For the past 17 years, Camp Korey has worked to support children and families living with life-altering medical conditions through free, year-round, and intentional programming. Our programs aim to help families reclaim the joys and adventures of childhood and create communal experiences for those who may feel isolated by medical conditions. The mission of Camp Korey is to honor the courage, strength, and determination of children and their families living with life-altering medical conditions by providing them with a transformational experience in a fun, safe camp environment with specialized medical support. Our programs, Summer Camp, BLOCK Teen Leadership, Family Weekends, Camp to You Hospital Outreach, and Family Day Adventures are 100% free of charge for families. Annually, Camp Korey provides camp programs for more than 1,800 children (ages 7-17) and family members living with one or more of 90+ life-altering illnesses and disabilities. Camp Korey relies on the kindness of hundreds of volunteers every year to accomplish our mission of bringing joy to children with life-altering medical conditions. Her goal is to set up opportunities for us to share about who we are and what we do in order to engage within our local community or inspire people to volunteer their time and talents if they are able and create corporate and local partnership opportunities. Joan has been a Rotarian since 2013 and this year I am serving as the Foundation Chair for the Arlington club. My husband Russell and I are the owners of Arlington Electric & Solar since 1987. We have 2 grown boys and 4 grandchildren. In 2015, she was the Grant Chair for Namirembe Sustainable Water, located in Bungoma Kenya and it was successfully completed and still in operation. With the current application, we plan to install a similar water supply approximately 15 miles from the Namirembe site in a town called Ndengelwa. Chris Diaz Born and raised in Sunny Southern California. Joined the Navy in Escondido, CA 1996 and separated in 2006. Contractor aviation maintenance services on NAS Whidbey from 2007 until 2016. I have 3 wonderful kids born and raised in Washington State. I went to Skagit Valley College from 2016 and 2019 and Graduated with an Operational Management Degree. I worked at Skagit Valley College as a School Certifying Official for 3 years (and during COVID) to make sure Students were using the VA Education they were awarded and any other local, state and federal benefits available to them. I currently work for Skagit County as their 1st Veteran Services Specialist and Veteran Service Officer. My office is located at the Robert M Gates Vets Connect. Doug Cark, Regional Development Manager for the N.W.
Doug grew up in Latin America and entered public service at a young age. He has also been a businessman and served as a Legislator in the Arizona State Legislature. Doug has a Master’s Degree in Cross Cultural Communication/Anthropology which he believes helps him connect with people from varying backgrounds.
His passion is helping individuals raise their ‘Generosity Quotient’. Doug’s enthusiasm for leading individuals into understanding the beauty of generosity is infectious. This enthusiasm has led him to assist people and organizations throughout the United States and in numerous countries.
Sitting still is not in Doug’s make up. In his free time, you will find him either traversing a mountain on his bike, playing a round of golf, swimming laps or participating in any number of activities that might be at his disposal. I was born and raised on Whidbey Island. I attended Eastern Washington University where I competed in cross-country and track, graduating with a degree in History. I later obtained a Master’s Degree from Gonzaga University. I was commissioned as an officer in the US Navy serving as an aviation intelligence officer with Electronic Attack Squadron 140 stationed oddly enough at NAS Whidbey Island. Since 2009 I have been a Special Agent with United States Homeland Security Investigations conducting criminal investigations into financial fraud, narcotics trafficking, and child exploitation. I am the father to a daughter, son, cat, and grandfather to a tortoise named Steve. I enjoy boating, crabbing, hiking, cycling, watching my daughter play softball, and listening to my son talk about dinosaurs.
I will be speaking about the history of Homeland Security Investigations, its mission areas, and the agency’s presence in the local area.

SAR-Skagit County Search and Rescue

Richard R. Eichman <richarde@co.skagit.wa.us My name is Deputy Rick Eichman U38 with the Skagit County Sheriff’s Office. I have worked for SCSO for almost 10 years with five years with the Corrections Division and now with the Patrol Division since 2018. I am a Search and Rescue deputy, a part of the Marine Division, and am swift water rescue technician certified. I am also a part of the East Detachment, so I take calls for service in Zone 4. This area includes everything east of Lyman in Skagit County, south to Darrington and as far east as Rainy Pass where DOT closes SR20 for the year. I help supervise the many SAR volunteer groups and run incident command when an active SAR is operating.
Jim Clark is a SAR volunteer with Ground SAR: Retired Navy 20 years, Retired Island County truck driver, 70 years old, 2021-2022 SAR Grad, EX-Boy Scout master, Hike, flyfish, been on 13 SAR Missions in 2022 and 4 or 5 so far this year. |

Meals on Wheels

Renee Corcoran <reneec@co.skagit.wa.us> Renee Corcoran Renee is the Senior Program Coordinator for Skagit County Public Health in Mount Vernon, WA where she manages the robust and vital Senior Nutrition program. She graduated from Central Washington University with a bachelor’s degree in Nutrition and Dietetics in 1993. She began work at Haggen Food Corporation post-graduation, and during her tenure she worked as a Home Economist, later transitioning to the Marketing division as a Partner Coordinator. Throughout her twelve year career with Skagit County, Renee has implemented multiple programs within the Senior Nutrition program, specifically the Meals on Wheels service. This program includes managing and staffing five Senior Center locations and a central kitchen within the County. These locations facilitate congregate meals in-house and enables meal delivery to community members who are unable to leave their homes or are located in rural areas. Renee has been integral in the sustainability of this foundational program through fundraising and advocacy, as well as managing tremendous program growth and the addition of health education components for clients.
