GREETINGS FELLOW ROTARIANS:

This week we will be treated to a presentation from Zina Jacque, community leader, advocate and leadership trainer. She serves as pastor of the Community Church of Barrington.
We are also in the midst of our Giving Day program this weekend, so please assist Steve and our Club in this great effort. An additional volunteer opportunity is with our I Wish program with shopping to occur on Dec. 20th at 10 a.m.  Please be in touch with Jim Otis.  Other opportunities to assist those in need are listed on our District 6440 calendar.
Thanks Steve and Jim for your many years of advocacy and leadership with these programs.  The  latter program is focused on Sunny Hill students and their families.  Beyond a gift at Christmas,  volunteer hours are welcomed at the school in reading; plus contact has now been established with the Boys and Girls Club at Sunny Hill that meets daily, 3-7 p.m.  Do let me know of your interest and availability, and I will initiate the contact. You can be the difference!
As we reflect on what we do and propose to do, and the why, personal involvement has a major impact to which we wish to add dollars.  With that said, everyone is called upon to contribute to those efforts with our fundraising efforts. The largest such event is approaching on Feb. 16th. Please be in contact with Steve in identifying the ways you can and will assist.  Say yes. Thank you.

Respectfully Yours in Rotary,

Mark S. Gibson. President BBRC

Narayan Muraka – Reporting back from Guatemala, all projects are on track.  Focus is on three areas, the WASH clean water and sanitation project in 22 schools; the Mechanical Cow installations in 7 locations; and, the opening of 9 clinics.
The WASH project addresses general hygiene and education to introduce a change in behaviors.  The project will eventually touch a total of 48 schools and include an emphasis on girl’s education.  In coordination with other local NGOs 12 trainers are being taught to train school teachers on sanitation and hygiene basics.
The Mechanical Cow project will expand to an additional 4 installations.  It is especially rewarding to see the success of micro-lending projects that have allowed the sale of excess milk to generate revenues in the communities.
It has been agreed, the BBRC efforts will continue to focus on the current regions and communities to leverage historical successes, moving on to “…bigger, better projects…” and reaching out to additional partners.  All of these projects uplift the entire community that they touch.
Caps are available for sale supporting the projects’ efforts.

Jim Otis – Reminded everyone of the SunnyHill needs related to the I Wish Program.  He is passing around an envelope for donations that go toward purchasing Christmas gifts for the families.  Additionally, there is a sign up list to help purchase the gifts on a shopping day, December 20, at 10AM.

Mike Martinez – Provided additional information about the BBRC Christmas Party at Dave Warring’s house on December 8.  Dave’s address is 240 Woodland Drive, North Barrington.  The party will be from 6-9PM with people coming and going at a time of their choice.  Each attendee is asked to bring an appetizer or dessert.  There will be some beer, wine and soft drinks, but participants are asked to bring their favorite beverages.  Friends/ guests are welcome.

Steve Hollis – Passed around sign up sheets for both December 7 and 8 related to Giving Day.  Help is needed with set up at the Middle School on Friday the 7th as well as support for the distribution of goods on Saturday the 8th.  Sign up with Steve on the Rotary list or at the general sign up on line.

Dan Naranjo – Reminded everyone that the Interact high school group was organizing a Merry Meals packing project for Saturday, December 8, at the high school cafeteria from 9-3PM.  The kids have already raised $5000 toward this project.  Donations can be included in the envelope being passed around.

Speaker/ Presentation: Honorable Judge John Curry
Judge John Curry introduced himself with an overview of the Circuit Court of Cook County structure emphasizing that ALL cases begin at the circuit court level, and the Cook County Circuit Court system with 400 judges is the largest in the US.  There are nine divisions of the court, separated into specialties.  Judge Curry is part of the Chancery division hearing cases related to law equity, real estate, and foreclosures where there is not a jury deciding the cases.  More can be seen about the circuit court on the website: cookcountycourt.org.
The judge continued to highlight some encouraging developments in the court system; some challenging developments; and, some concerning developments.

ENCOURAGING
-  The requirement for a system wide Efile process that allows the circuit court clerk to assist even those without access to an input mechanism.
- Bond reform for those nonviolent offenders that specifically cannot afford bail.  This has allowed a 15% decrease in jail population where 9 of 10 of these individuals are not seen as a danger to society or likely to commit another crime.
- Specialty courts have been organized specifically to address drug treatment options, mental health treatment options, prostitution elimination, and veterans’ PTSD treatment.  Most recently an experiment is underway with a Restorative Justice court  focused on community and activist coordination to minimize gang involvement.  Ideally there is a joint agreement to work with the offender and positively impact the individual as well as the disadvantaged community.

CHALLENGING
- Budgetary reductions limit what is possible.
- As the cost of litigation continues to increase, more and more people are seen in circuit court unrepresented with no knowledge of how the court system or court proceedings work.  Judges are allowed to give some direction to the defendant, but it is not the same as being represented by a lawyer.

CONCERNING
- Judges are elected for an initial 6 year term on a 1st time partisan ballot and after that time they come up for a retention, non-partisan vote where a 60% vote is required to retain.   They can be retained for life.   If voters do not thoroughly educate themselves on the background and history of the individual judges up for retention, there is a likelihood that the “best man/woman” may not win.  The solution to this is a set term limit for ALL judges, including the Supreme Court.
