President’s Message
Week of March 12

I can’t help but to compare our monthly Board meetings as a “look under the hood” and putting an ear to how everything sounds, before someone takes a trip in their car with the family aboard.  But instead of one technician looking and listening, there are 11 of them with each one having the same concern that the vehicle will make that trip without a breakdown.  All I do as President is find the release and lift the hood and let the discussion begin – Kudos to our Board members!!

Guest Speaker: Dr. Avis Proctor, President, Harper College

Dr. Avis Proctor, the new President of Harper College as of last summer presented an overview of the college including some key statistics, programs and plans for the future.
  • The Harper College district includes a population of 535,000 in 23 communities in the Northwest suburbs.
  • There have been 90,000 degrees conferred and a current enrollment of about 35,000.
  • The college offers a wide variety of two year degree and certificate programs and is nationally recognized for its programs in experiential learning with employers and internships.
  • Now individuals who may not live in the district, but are employed in the district, are also eligible for in-district tuition.
  • Harper is also partnering with several colleges and universities to offer four-year degrees including DePaul, Northern Illinois University and Roosevelt University.  Discussions are underway to develop more partnerships.
  • The dual credit program which enables high school students to graduate high school with college credits is growing rapidly. In the fall of 2020 the first Promise Program Scholarship students enrolled.  These students earn free tuition at Harper for meeting GPA, attendance and community service requirements, among others, during their time in high school.  These students earned an average 3.35 GPA, earned 9.8 hours of college credit and provided 72,740 hours of community service. A wonderful program!!
  • Demographic trends in the Harper College district include a worsening economic situation, and a significant growth in the Latino population.  The college enrollment reflects this and more scholarship funds are being pursued and established to meet this demand.
  • The college recently completed its 2020 to 2024 Long Range Strategic Plan and will be launching it this fall.

Dr. Proctor comes to Harper from Broward Community College in Florida after a distinguished career there as an administrator and a professor of mathematics.  She received her Doctorate from Florida International University.
