Matthew Sternberg serves as executive director or the Redevelopment Authority of the County of Lancaster, as well as the three organizations associated with it: Lancaster County Housing Authority, Lancaster County Land Bank Authority, and the Lancaster Redevelopment Fund, Inc. Since coming to Lancaster in July 2006, he has applied more than 30 years of experience to reposition the Authorities to better address current community needs. Expanding on its traditional function as administrator of HUD Community Development Block Grant (CDBG) and HOME funds for Lancaster County, he is moving the organization toward a more active role in blight remediation, project development and borough revitalization. This has included chartering the Lancaster County Land Bank Authority and incorporation of the Lancaster Redevelopment Fund, Inc., both designed to broaden the base of support for blight remediation and redevelopment by creating an effective public-private funding partnership. He has also extended the Authority’s involvement as a conduit issuer of tax exempt multi-family housing bonds. The Redevelopment Authority, which provides all staff support for the Redevelopment Fund, has 16 employees and an annual administrative budget of $1.75 million. The combined authorities have an annual operating budget of $15 million.
Sternberg came to Lancaster after a 16 year tenure as executive director of the Rutland Redevelopment Authority in Rutland, Vermont. There he oversaw downtown revitalization projects including:
Renovation of the Rutland Shopping Plaza, a 200,000 SF shopping center located in downtown Rutland. The updated project included the largest supermarket in the state, the only downtown Wal Mart in the country (at the time), and a nine-screen cinema complex.
Renovation of the historic Paramount Theatre, an 800 seat former vaudeville house fully updated as a performing arts venue.
Construction of the Rutland Amtrak rail station.
Planning and environmental assessment for relocation of the Rutland rail switching yard as part of a broader transportation corridor strategy; achieved designation as a federal pilot project and secured an initial Federal earmark to launch the project.
Establishment of a special assessment district for the downtown area, creation of a design review board and management of a variety of business development programs.
Prior to Rutland, Sternberg started his economic development career with the Charles Street Management Corporation (now the Downtown Partnership of Baltimore) as director of business development for the Charles Street corridor, the major north-south axis in Baltimore, Md. He holds a BA degree from Tufts University and an MBA from Loyola University in Baltimore.
