Thought of the Day – Jim Fritzsche: The code 10-4 has become a common code. The fellow who designed the system, Charles Hopper of the Illinois State Police, developed the code in 1937 to combat the problem of the first syllables or words of a transmission being cut off or misunderstood. Saying 10 at the beginning was a throw-away syllable, with “4” being the important information.

Tax and Accounting Minute: Jim Fritzsche discussed the meltdown of Cap Public Radio. An audit was issued by CSUS’s CFO Jonathan Bowman which found they lacked current internal control policies and procedures in almost every area. Previous audits showed that there were no problems, which was untrue. The financial cushion went from over $5million to 750k in only 2 weeks, with the cash went into buildings and transmission antennas. This left the station with not enough money to pay rent, and they canceled their popular local radio shows. Now the University is taking over the station.

- Oct 7 is THREE EVENTS! Run with the Cops at 7:00 in the morning in Old Sacramento, 9:00 am Tahoe Elementary School signed book donation to celebrate the reopening of the school library, and noontime K9 facility work for the afternoon. If you’re coming to the K9 service project, please bring a metal garden rake to spread the mulch and decomposed granite.
- We’re having a party at 6:00 pm on Friday the 13th at Scandia with the Children’s Receiving home. All club members are welcome.
Happy Dollars Kevin Wilcox celebrates his 26th anniversary. Bill Watson was happy because of the cheerful greeting he received at the door and became a bellringer.

Speaker Today: Speaker Edna Simbi discussed her experience as a survivor of human trafficking, the culture in Kenya of FGM, lack of school, marrying of young girls to older men, and how she fled to Uganda and then became an American attending Cornell and working at the UN. She and her husband purchased land and are beginning a refuge for girls from their village. Their next goal is to drill a well.
