President's Report.
 
This week I'm will return, just like MacArthur returning to the Philippines!*
It is still quiet on the Rotary front!  Thanks Matt for filling in for Paul who was filling in for me!  I did read in a somewhat unflattering tone in the Spoke that I was the FIFO president! Clearly no respect for the office!
 
According to Matt NE the numbers flocked back when they heard he was in the chair! I read the number was actually 16. That is a fair representation of Matt's popularity. I'm sure Nooka will be able to refer to some statistics!
 
The AGM is being held on June 3rd. Please make sure you attend so we have a quorum.  Also on that day we have ACFO David Ferguson talking on the fire season and the efforts that go into organising the fire fighting force.
We also have the Annual Dinner on June 26th. Please come along fir a great night and welcome Paul into the position of President assuming he is voted in on June 3rd.
 
The Vertigans are continuing their first motor home adventure after having a transmission failure and the Jellies are in Greece continuing their adventure after they fell prey to pickpockets in Athens. I hope they both have uneventful journey's from here on in.

Minutes.
 
Attendance: Nooka entered eighteen members into the books this week, with no guests and no visiting Rotarians.  Nooka observed that our stand-in President, Matt, was ‘going about as well as StKilda’. 
 
 
Meal: Carbonara.
 
 
Gracey got us going with a joke about a priest and an Uber driver before introducing our ersatz president, Matthew Northeast.  Matt asked members to remember to rsvp in the Stack App for regular Wednesday meetings and our changeover dinner on the 26th of June.  Matt also discussed a sad case of a local student who was struggling to find the funds to go on a school camp.  The club elected to assist.
 
 
The only report this week was Nooka’s footy tipping update.  Unlike the Bombers, Garry is flying with 70 correct picks so far this year.  Rob is on 69, T-bone 68, and Robbo and Nooka are on 67.
 
 
Our guest speaker was Dr Gerald Irvine, who spoke about his early experience in medicine and with the Royal Flying Doctor Service.  Gerald graduated from Medicine in 1971.  He then worked in Wangaratta for a year before studying obstetrics, anaesthetics and infectious diseases.  He travelled to England and worked as the ship’s doctor on the SS Canberra (appropriately enough for an Australian).  Gerald left the Canberra and returned to Wangaratta in 1981.  His timing was impeccable because, if my memory serves me correctly, the Argentine air force was firing Exocet missiles at the Canberra in the South Atlantic in 1982.
 
Gerald spoke about the months he spent working for the Royal Flying Doctor Service in Broken Hill in ’81.  Interestingly, remote families could obtain a member’s box from the RFDS that had about 30 medications and a map of the human body.  Doctors could use this kit to treat people over the telephone.   Gerald also spoke of the contrast in Wilcania between the wealthy retired farming families and local indigenous communities and the somewhat unsuccessful attempts to assist these communities.
 
Gracey drew the barrel and we took his word for it that he had drawn out his own number.  The Compass drew up stumps and we were done for another week.
 
Nobody enjoys coming to Rotary and escaping
the pressures of work for an hour more than Matt.

Postcards from Warrnambool.
 
Warrnambool is a beautiful seaside town in Southwestern Victoria.  This week Lew continues his Postcards from Warrnambool series in an effort to encourage our President to include Warrnambool in his world tour itinerary. 
 
Rotary Horse Racing Report.
 
This week we have a new update to the saga of Sirileo Miss testing positive to Formestane a few years ago.  As regular readers of the Central Spoke will know, the stewards always claimed Formestane does not occur naturally in horses.  We always maintained it almost certainly does occur naturally and that this explains the positive test.  This week The Age has published an article highlighting new research that shows Formestane does occur naturally in horses.
 
Science is always an inference to the best explanation based on all the available evidence.  All findings are provisional and subject to change based on further evidence.  The confidence we have in this knowledge should be proportional to the strength of the evidence and, in the absence of strong evidence, subject to prior probability.  Prior probability is the probability of something being true based on previously acquired knowledge. 
 
Racing Victoria took a strong position on Sirileo’s blood test that was contrary to the circumstantial evidence around the positive test results and unlikely to be true based on scientific prior probability.  Their position was a critical thinking failure with a healthy dose of scientific illiteracy thrown in.
 
The question people are asking now is what should happen next.  I think it would not be unreasonable to hand a twelve month ban to the stewards for bringing the racing industry into disrepute.

Ten Years Ago.
 
Actually lets just go back five years this week.  Five years ago the mighty Vassa Blue ran somewhere in regional Queensland, probably with the saddle samurai Nozi Tomazawa on board.  We needed to use the stewards view looking down the straight to capture Vassa hard at work as the rest of the field crossed the line.  Back in those days nobody accused us of doping our horses.
