Frank Montoya Jr served in various capacities as a Special Agent from investigator to senior executive in his 26 year career in the FBI. His job at retirement in September 2016 was Special Agent in Charge of the FBI’s Seattle Field Office. Prior to that, he served as the FBI’s senior representative to the Office of the Director of National Intelligence, or ODNI, working directly for DNI Jim Clapper as Director, National Counterintelligence Executive. In this role, Frank was the head of national counterintelligence for the United States government.
Frank began his career as a special agent with the FBI in May 1991. He reported to the San Antonio Division, where he worked violent crime and established and led the division’s fugitive task force. He also worked temporarily in the Oklahoma City Division to assist in the Alfred P. Murrah Federal Building bombing investigation. In June 1996, Frank was transferred to the San Juan Division. During this assignment, he worked in the special operations group and served as a surveillance team leader on drug, violent crime, and national security cases. He was then assigned to the Washington Field Office’s national security squad. While there, he participated in and led domestic and foreign investigations and operations. In April 2000, Frank was promoted and transferred to FBI Headquarters to oversee national security investigations and operations. During this time, he assisted in the Robert Hanssen investigation. He was transferred to the Milwaukee Division in November 2002 and served as supervisor overseeing the counterintelligence squad and several national security investigations.
He returned to FBI Headquarters in December 2005 and was promoted to unit chief in the Counterintelligence Division, participating in the establishment of the National Cyber Investigative Joint Task Force. In July 2007, he moved to the San Francisco Division as assistant special agent in charge in the Counterintelligence Branch. In 2009, he was promoted to section chief in the Counterintelligence Division. Two years later, he was selected as special agent in charge of the Honolulu Division.
Frank received a Bachelor of Arts degree in journalism from Brigham Young University and served in the U.S. Army as an infantry officer.
