ABOUT COMMISSIONER ADRIAN GARCIA

Commissioner Adrian Garcia was born and raised in Precinct 2, granting him firsthand knowledge of the district’s needs as both a resident and a public servant. His public service journey began as a police officer in the Houston Police Department (HPD).

Recognized for his dedication to serving the City of Houston, Mayor Lee Brown appointed him as Director of the Mayor’s Anti-Gang Office. In this role, Commissioner Garcia witnessed the corrosive impact of criminal gangs on community safety and well-being. Determined to make a difference, he innovated approaches to law enforcement aimed at eradicating gang activities in schools and neighborhoods afflicted by gang violence.

Driven by a commitment to further serve his community, Commissioner Garcia sought higher office and was elected to the Houston City Council. During his tenure, he was appointed chair of two significant committees: the Public Safety and Homeland Security Committee and the Minority / Women Business Enterprise Committee.

Known for his proactive engagement, Commissioner Garcia is a familiar face within his district, consistently interfacing with and listening to the concerns of his constituents. His extensive understanding of the district and the city of Houston is further reinforced by his experience as Mayor Pro-Tem during Mayor Bill White’s administration.

Commissioner Garcia’s dedication to public safety is deeply rooted in his tenure as the former Sheriff of Harris County. His service is marked by an active administration of resources to combat crime, a fiduciary responsibility over Precinct 2’s annual budget, and a steadfast commitment to meeting the needs of its residents.

ABOUT JOSHUA OWENS

Joshua Owens is the Executive Director of the Galveston Economic Development
Partnership. He graduated from Pepperdine University and received a Master’s in
Urban and Regional Planning from Virginia Tech. He served in the Peace Corps in
Paraguay as part of his graduate studies, and upon his return to Texas worked as a
regional planner with the Houston-Galveston Area Council with a focus on housing and
economic development. In 2020, he became the Executive Director of the Wharton
Economic Development Corporation in rural Wharton, Texas. He has been the
Executive Director of the Galveston Economic Development Partnership in 2024.

Mark your calendars for our next "Fun with Flags" event at the home of Craig Wooten! This event is both time for fellowship and a work party to ready our flag inventory for the Memorial Day flag rollout. The "Flags Over Bellaire" program is our Club's largest fundraiser and is the source for a substantial amount of grant monies we give out. This is always a fun event and we could use all hands on deck!  

ABOUT PDG SUNNY SHARMA

"Are You a Peace Builder?" Our esteemed guest speaker this Thursday, April 16, is our Past District Governor, Sunny Sharma. PDG Sunny Sharma joined Rotary in 1985 to serve communities. He has been President of numerous Rotary Clubs, has served as a Rotary International District 5890 Governor, and has participated in several domestic and international service projects. He has been named “Rotarian of the Year” for District 5890, has received the "Citation for Meritorious Service," has received Rotary International’s highest award: “Service above Self,” and in 2026, he received The Rotary Foundation's “Distinguished Service Award” — its highest honor. Professionally, Sunny founded Sunbelt Medical Corporation in 1989 and serves as President and CEO. He is also the owner of Medical Tectronics, Inc.
