As Mayor of Spring Valley Village from 2012-2020, Tom reduced the city’s tax rate by 21%, invested more than $38 million in infrastructure, and oversaw Spring Valley’s ascent to safest neighborhood in Harris County, according to relevant FBI statistics. A trusted expert often called upon by his peers and other community leaders, he served on the Harris County Storm Water Task Force and the Imelda Assistance Fund Board. Tom’s private sector experience spans more than four decades. He served as Senior Vice President of Klotz Associates before selling the company in 2017. SPARK/School Park Program

Kathleen Ownby is the executive director of the SPARK school park program, which has built over 200 parks in the greater Houston area. It was started in 1983 by her mother, then-council member Eleanor Tinsley, in response to a study that was done by the county judge and mayor on how to increase park space in the city of Houston. One sentence in the report suggested making use of public school grounds for parks. My mother had served on the HISD board of trustees for many years, so she knew who the players were there, so that’s how it started. It started with one school district, HISD, and now we’re working with 15 school districts. Our budgets have increased dramatically—the first schools had a budget of around $20,000, and now our average budget is around $150,000. We have some schools that have raised $400,000 for their parks. The Trust for Public Land, which is a national park advocacy nonprofit, suggests that every city should aim to have a park within a half mile, or a 10-minute walk, from every resident. So we’re trying to make that happen. Only about 46 percent of Houstonians have that. So SPARK has actually been given $2.5 million from the Kinder Foundation and $2.5 million from the Houston Endowment to choose 25 schools that would turn a red area green and then we’ll go back to five schools and renovate their parks through our reSPARK program. Houston Endowment, one of our longtime sponsors, has as one of its goals park equity in the city and county. What that means is that every neighborhood, not just downtown and Montrose and River Oaks, needs parks. Millions of dollars have been spent on Discovery Green, Buffalo Bayou Park, and Hermann Park, but every neighborhood deserves a park within a 10-minute walk so, to have a place where you can go with your family and walk around a trail, or to use exercise equipment, or to be out in the sunshine, is good for everyone. |

Ryan Kenneth Yarborough (born April 26, 1971) is a former professional American football wide receiver who was selected by the New York Jets in the second round (41st overall) of the 1994 NFL Draft. Yarborough played college football at the University of Wyoming and was one of the most prolific receivers in college football history. A two-time All-American, he held the NCAA record for career games with a touchdown reception with 27—since broken by Jarett Dillard. He finished his career at Wyoming with 229 receptions for 4,357 yards and 42 touchdowns. Carmen Evelyn Cuneo served as the district governor (2018-2019) for Rotary International District 5890, a one-year volunteer leadership position. District 5890 includes 62 Rotary Clubs and 2,500 members in the Greater Houston Area. Rotary International is a volunteer service organization with 32,000 clubs and 1.2 million members worldwide. Cuneo is a member of the Rotary Club of Houston. Cuneo is a level two major donor to the Rotary Foundation and has traveled with Rotary for a National Immunization Day to India in an effort to eradicate polio, the Rotary Foundation’s signature goal. She led an Inbound and Outbound Friendship Exchange with Russia in 2015 and 2016, respectively. She created life-changing opportunities, through Rotary, for business and cultural internships in partnership with the University of Irkutsk in Russia. She will serve as chair of the US Section of the Rotary International Russia United States Intercountry Committee 2019-2020. Carmen had a 23-year career in construction that took her to Missouri, Kansas, Oklahoma and Texas. She worked as a laborer, became a master electrician and, later, served as a project manager on major construction projects, including a strategic alliance for telecommunications facilities, a joint venture for a hotel reconstruction and new construction for hospitals and outpatient surgery centers. Cuneo grew up in Northbrook, IL. She moved to Houston in 2003 and currently lives in Houston’s Historic Third Ward. In 2014, Cuneo was licensed as a Certified Public Accountant (CPA) and currently works in private practice. Cuneo has two daughters and seven grandchildren. Update on Houston Airport System

Željka Momirovic, Manager of Air Service Development for Houston Airport System (HAS) and its three airports, George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU) and Ellington Airport (EFD) is responsible for building and maintaining relationships with key airlines, with goals of establishing new air service and expansion of existing air service network in Houston. She has been with HAS since 2005 and throughout her career with the department, she held roles in Community Affairs, Customer Relations, Government Affairs and International Relations. In her previous roles, Željka served as HAS’ liaison with the Department of Homeland Security and international organizations as a subject matter expert on issues related to facilitation and development of international air travel including the improvement of government and industry approaches with focus on travel documentation, international cargo and passenger inspections, technology, customer service and the interrelationship between facilitation and security vital to air service development. During her tenure within the Air Service Development team at HAS since 2018, and as a result of the ASD team’s ongoing efforts, Houston was one of only two cities in the United States that offered nonstop service to all six inhabited continents in 2019. Željka also served as HAS’ first Chief Protocol Officer overseeing all diplomatic and protocol matters and as a primary liaison with diplomatic offices, international communities and relevant agencies. She is graduate from Washington School of Protocol and is certified by the European School of Protocol. She holds a Bachelor’s Degree in Communication Studies from the University of Houston. Željka was nominated and served as Airports Council International – North America Vice Chair of Facilitation Committee in 2017 and nominated as Chair in 2018.
