Our speaker today was Rotarian Shaun Mulholland who serves as our City Manager.
Shaun Mulholland
He updated us in the ongoing challenges and opportunities for developing part of the old Westboro Railyard into a park along the river in West Lebanon. The city leaders have been negotiating with the state and the railroad to acquire the land. Surveys have been done, and useable land identified. The City is close to having firmed up plans to move forward with redevelopment of the land. Shaun talked about new road structures to permit fuel trucks to bypass access that is now near the traffic light above Lebanon Feed and Grain on Main Street in W. Lebanon. He shared information about cost sharing plans between state and city. Work is going on behind the scenes to get a final permit and permission.
Shaun talked about the plans to contain any contaminants (e.g., PFAS) found on the property. A membrane will be used to help mediate and issues with contaminants.
The South Main Street bridge replacement should finally happen in 2026. The bridge is inspected by city engineers every month. One issue that has delayed replacement is the Striped Bat, and endangered species that has been living under the bridge.
Shaun shared a map of the property that outlines the footprint for the park. Marilyn will send original pdfs to members.
The development of the park will be a major improvement to quality of life for residents who frequent West Lebanon.

The Polio Plus Society is an organization of like-minded individuals who have committed to contribute $100 or more each and every year to Polio Plus until the world has been declared free of the Wild Polio Virus.
Nearly 40 years ago, Rotary International, the largest volunteer service organization in the world and longtime UNICEF partner, embarked on a very important mission: to rid the world of polio. Today, after decades of remarkable progress, global eradication is within reach: cases are down 99.99 percent, thanks in large part to Rotary’s efforts in partnership with UNICEF, the World Health Organization and other leaders and supporters of the Global Polio Eradication Initiative (GPEI). An infectious disease that at its peak killed or paralyzed hundreds of thousands of people every year no longer exists in most of the world today.
Ahead of World Immunization Week (April 24-30) — as UNICEF and partners gear up for a major catch-up and recovery mission to close critical protection gaps — UNICEF USA reached out to Mike McGovern, Chair of Rotary’s International PolioPlus Committee and Rotary member since 1986, to learn the latest.
Q: What is Rotary International’s role in the global fight to eradicate polio, and what is your role as chair of the International PolioPlus Committee?
MIKE McGOVERN: We’re a funder, number one. In 2022, Rotary International contributed $86 million to support UNICEF’s polio eradication efforts. That’s big money, and it’s on par with what we've been contributing every year for many years. Second, we do advocacy, and third, we’re part of general program oversight. Read more in Forbes Magazine
