City Councilor Cliff Below talked about the opportunity most of the residents of Lebanon, Hanover, Enfield & Plainfield will now have to join the Community Power organization and choose the level of service they want.. Savings are estimated to be very attractive. At the moment they are predicted to be an average savings of $37/month for May, June, July 2023.
Cliff has a long-standing interest and involvement in energy policy, sustainability issues and community development. He currently serves as Chair of the Lebanon Energy Advisory Committee. Previously, he served 6 years as a full-time Public Utilities Commissioner for New Hampshire (12/05-2/12). He also served 12 years in the New Hampshire Legislature starting in 1992 as a Representative and ending with 6 years in the State Senate. He was active on energy and environmental committees, among others, throughout that time.
The Community Power Coalition is a non-profit organization with participants from 30 communities in New Hampshire. This represents about 1,000,000 megawatts of power or 21% of the power used by citizens in New Hampshire.
The focus of the coalition is to maintain local control, lower cost sustainable rates, provide local projects and programs, encourage commercial innovation, equality and economic development. Design has been going on for 3 years, with the launch nearly upon us. This summer, a finalized board structure will be implemented with a 20 person Board of Directors.

Lebanon Community Power offers citizens choices for lower-cost electricity and cleaner power. Learn all about it on this page. When Lebanon Community Power launches in March/April of 2023, look for a letter from the City of Lebanon in your mailbox explaining the program. Most Lebanon residents will be automatically enrolled and will have the option of choosing a different Lebanon Community Power plan through the Community Power Coalition of New Hampshire website at Lebanon.CommunityPowerNH.gov.

Cliff earned an M.S. in Community Economic Development from Southern NH University in 1985 and graduated from Dartmouth College in 1980 where he majored in Geography and Environmental Studies. He was elected to the Lebanon City Council in March 2015, re-elected in 2017, '19 and '21 and elected Assistant Mayor in 2019. He currently serves as Chair of the Lebanon Energy Advisory Committee, which doubles as the Lebanon Municipal Aggregation Committee, and is working to develop Lebanon Community Power and the Community Power Coalition of New Hampshire.
