They met Aggie and Oscar from Foodbank; they were very appreciative of the donations. Many thanks to Richard for organising the fruit cake drive and to Anita Bourke for the other items delivered today.

SPEAKER: (Janice Standen) – introduced by Lindsay Dry
Note: Many thanks to Lindsay for the notes below.

We are fortunate to have as our Guest Speaker tonight Australia Day Ambassador Janice Standen, president of Grandparents Rearing   Grandchildren (WA).
Jan joined GRGWA in 2013 when her three grandchildren came to live with her and have since driven its rapid expansion.
She created a structure for the organisation and secured a fit-for-purpose premise, raising GRGWA’s profile and increasing membership a   and outreach by more than 50%. Under Jan’s stewardship, GRGWA offers free legal and counselling support, a Ozharvest pick-up centre, a   donations distribution service and an op shop providing free clothing and toys.
Grandparents Raising Grandchildren WA is a peer-led not-for-profit association dedicated to supporting grandparent carers who take on   the special responsibility of raising their grandchildren full-time.
Janice was recognised for her valuable support to the community through GRGWA by being named the 2022 WA Senior Australian of the   Year.
Grandparents are the pillars of emotional and financial support for many families.
They have differing roles from family to family. Some often provide short-term care to allow parents to work or take a break.
Increasingly in Western Australia and elsewhere, grandparents are becoming the sole carers for their grandchildren because their parents can no longer do so for reasons that vary
but drug and alcohol abuse and mental health issues are the most common.

When children cannot live with their parents, temporarily or permanently, they go into out-of-home care, the main types of which are.
  • Foster Care –with an approved carer - this system provides 42% of child out-of-home care.
  • Residential Care – a multipurpose residence supervised by qualified staff for ‘at risk’ children – provides 2.5% of child out-of-home care.
  • Kinship care – often known as relative of family care – is the most common form of out-of-home placements providing 52% of places.
Grandparent carers provide a form of kinship care.

The WA Department of Communities is responsible for child welfare and protection in WA.
The Department operates Foster Care and Residential Care Schemes, which it financially supports.
The Department recognises two types of Kinship Care –
  • Formal arrangements; and
  • Informal arrangements.
Formal arrangements are legally documented and entitle the carers to the same support as foster carers. The process of obtaining legal documentation is onerous.
Informal arrangements receive no support.
The financial strain is just one of many issues a grandparent carer must manage in providing kinship care at a time in their lives when winding down to a less demanding lifestyle may have been planned.
Raising grandchildren can impact many areas of a grandparent’s life.
  • friendships, relationships, and community involvement - as life priorities and tasks alter.
  • navigating online systems,
  • raising children with mental health issues and
  • working through the legalities to achieve formal recognition of the arrangement can be daunting and costly.
