  • Ian Young, a 15 year veteran of WRPS, most recently as a Detective and Drug Expert.
  • Presented the current challenges associated with Fentanyl and Opioid crisis facing Ontario and specifically the Region.
  • Oxy Contin was delisted in 2012 which gave rise to the demand for alternative substances.
  • Fentanyl patches became more widely abused – overseas produces fine white powder for N.A. market
  • Fentanyl is 100 stronger than morphine, and is commonly used as a anesthesia and powerful pain killer.
  • Fentanyl has taken over from Heroine as THE sought after street drug.
  • In small concentrations it can depress respiratory function leading to overdose and arrest.
  • The problem is the unknowns and rudimentary way to mix the product has led to hot spots and vast differences in effects from one person to the next.
  • Even at 2% purity it remains lethally dangerous and has changed police protocols on how to deal with potential exposure.
  • A vast increase in calls and deaths from abuse continues from 2012 to present.
  • The effort to contain the issue would need to be a multi-faceted approach beyond pure enforcement.
  • Simon thanked Mr. Young
  • The meeting was adjourned.
