Kathleen Scudder is the Division Chief (DC) for the Law Enforcement Operations Division in the San Diego Sector (SDC). Prior to her current position, she served as SDC’s Patrol Agent in Charge (PAIC) at the Imperial Beach Station (IMB) for two years.She entered on duty with the U.S. Border Patrol on September 25, 1996, as a member of class

322. Her first assignment was at the Nogales Border Patrol Station in Arizona. She was promoted to Supervisory Border Patrol Agent in 2001. In November 2004, Agent Scudder transferred to the Erie Border Patrol Station in Pennsylvania. She served there until March 2007, when she was selected for an Operations Officer position at the Office of Border Patrol in Washington, DC. In November 2007, Scudder promoted to Assistant Chief within the Southwest Border Division. She also served as the U.S. Customs and Border Protection (CBP) Liaison for DHS’s Operations Coordination and Planning Directorate for department-level strategic planning during an 18-month period.

In March 2010, Scudder returned to the field, accepting a Field Operations Supervisor position at the McAllen Border Patrol Station in Texas. In March 2011, she was appointed as Chief of Staff for the Corpus Christi Regional Coordinating Mechanism (ReCoM). In April 2011, she accepted a Special Operations Supervisor position in the Rio Grande Valley (RGV) Office of

Intelligence. In July 2012, she promoted to Assistant Chief Patrol Agent at the RGV Sector Headquarters and, a year later in June 2013, promoted to Deputy Patrol Agent in Charge at the McAllen Border Patrol Station. She transferred to San Diego Sector in June 2014 as Assistant Chief for the Professional Standards Division. This was followed by a promotion to Division Chief for Law Enforcement Operational Programs in August 2015, while she concurrently served as Chief of Staff for Joint Task Force-West, California Corridor. In May 2016, she promoted to PAIC at IMB. This was followed by her June 24, 2018, promotion to Division Chief for Law Enforcement Operations at SDC Headquarters.

Throughout her career, Scudder has been a leading force for integration and coalition building, as well as strategic-level planning and implementation. She led several DHS initiatives that included the creation of the Corpus Christi ReCoM and the South Texas Campaign McAllen Area Team. Scudder is a 2013 recipient of the DHS Silver Medal for outstanding performance in her integration efforts.DC Scudder holds a master’s degree in Security Studies from the Naval Postgraduate School, Center for Homeland Defense and Security, and is a 2012 graduate of the CBP Leadership Institute. She also holds a bachelor’s degree from the State University of New York in Criminal Justice. She is married to Ryan Scudder, who is Deputy Chief Patrol Agent for the El Centro Sector, and together they have four children and one grandchild.
