Early this past fall, to-be-inducted RCFC member Milt Garrett was part of a 50 person, 30 day, eight city, "citizen diplomat mission" to Russia.   As part of that mission, Garrett visited several Rotary Clubs, presented RCFC banners, and reported on use of the 4-Way Test.  Shown is Garrett presenting a banner to the Rotary Club of Barnaul, Siberia, who had no banner to return. 
 
Milt reports that the Barnaul, Siberia club  "have never used the 4-Way Test, nor knew it.  I led them in it... (and) had them all stand and repeat it, using one of the interpreters (an American there for 20 years), when it was time to close.   RCFC will hear a full report on Milt's experience sometime after the first of the year.  Also pictured is a banner exchange with Milt's former club in Yekaterinburg, Russia.
