Early this past fall, to-be-inducted RCFC member Milt Garrett was part of a 50 person, 30 day, eight city, "citizen diplomat mission" to Russia. As part of that mission, Garrett visited several Rotary Clubs, presented RCFC banners, and reported on use of the 4-Way Test. Milt reports that the Barnaul, Siberia club "have never used the 4-Way Test, nor knew it. I led them in it... (and) had them all stand and repeat it, using one of the interpreters (an American there for 20 years), when it was time to close.
