FUTURE VISION PLAN (FVP) - PILOT PROGRAM

TRAINING BULLETIN #1

INTRO:  For various, sound and thoroughly vetted reasons, The Rotary Foundation (TRF) will be revamping the way humanitarian grants are administered.  In 2013 all of Rotary will convert to the Future Vision Plan.  Prior to that time, there will be a three-year, Pilot Program in which 100 districts world-wide will participate.

District 5440 has been selected to be one of the 100 Pilot Districts.  Thus, beginning in July 2010, yes, NEXT Rotary year, our district will begin the Future Vision Plan.

Over the next several months a weekly FVP Training Bulletin will be sent to all clubs and District Leadership to help bring us up to speed on this new way of dealing with the grants from The Rotary Foundation.  This is the first such training bulletin.

 

Future Vision Plan:

1.        The "Supply Side" of the Rotary Foundation will work as it does now and has in the past.  That is, contributions go to the Foundation and sit there for three (3) years during which time the earnings on the investments pay for the administration of the Foundation.

2.        Under the FVP, after three years, 50% of the money contributed by the District will be available to the District for use in doing service both locally and internationally.  These are called "District Designated Funds" or "DDF".

3.        The "other" 50% goes to the World Fund which will be available to the District as a source for matching funds for certain kinds of projects (to be covered in later training bulletins).

4.        Of the District Designated Funds, one half will be available to the District in the form of a block grant.  The District will have discretionary and fiduciary authority and responsibility for the use of those funds.  They can be used for local or international service projects as proposed by the clubs of the District.

5.        The other half of the District Designated Funds will be available for international humanitarian service grants.

6.        Matching funds will be available from the World Fund for international projects in which there is a partnership with a Rotary club in a receiving (host) country AND the host club is in a Future Vision Plan Pilot District.
