Terry R. Nolan has served as General Manager of the Highlands Ranch Metro District for 20 years -- since 1996. As General Manager, Terry works for the organization’s elected board of directors, leads the 82-person Metro District staff, and is responsible for the efficient management of the many community services provided by this local government organization. During the last two decades, Terry has overseen the addition of many community amenities including Civic Green Park and Redstone Park, consolidation of the districts, renovation of the historic Highlands Ranch Mansion, all while maintaining a stable property tax rate.
Prior to joining the Metro District, Terry served our country in the United States Navy for 26 years and achieved the rank of Captain. During his Navy career, he was stationed on carriers throughout the world, and lived in Hawaii and Japan. Terry flew 159 combat missions in Vietnam; made 929 carrier landings – more than 300 of them at night.
Terry and his wife Jane live in Highlands Ranch. Terry has two grown daughters, as well as a grandson. He is an avid golfer and skier and also enjoys hiking, snowshoeing and playing pickleball.
Terry is very proud of Highlands Ranch and very optimistic about the future of our evolving community. His personal motto, “Opportunities abound,” is well recognized among his staff and to others who know him. It is based on his belief that in our community, in our work and in life, those of us who are motivated have virtually limitless opportunities.
