Bio: Andra Watkins is the author of the memoir Not Without My Father: One Woman’s 444-Mile Walk of the Natchez Trace, the novel To Live Forever: An Afterlife Journey of Merwether Lewis, and the photography collection Natchez Trace: Tracks in Time, published by Word Hermit Press. Bio: Dr. Greg Baker became superintendent of Bellingham Public Schools in July 2010. Now in his fifth year as Bellingham's superintendent, he got to know our school system and community through a comprehensive Entry Plan process. This provided part of the foundation for the development of The Bellingham Promise. In spring 2014, Dr. Baker earned Washington state’s Crystal Apple Award, presented to an individual who has given tirelessly of themselves to enhance positive stakeholder perceptions of K-12 public schools. He received this honor in recognition of his commitment to inclusive and transparent communications and The Bellingham Promise. Prior to Bellingham, he served as a deputy superintendent for Portland Public Schools. He has also served as an intern and special assistant to the superintendent of Boston Public Schools and as an administrator for Spokane Public Schools. He began his career in Alaska as a teacher and assistant coach. Dr. Baker received his doctorate from Harvard University; a master's degree in administration, planning and social policy from Harvard University; and a master's degree in secondary education from Western Washington University. He earned his bachelor's degree with distinction from Gonzaga University. He and his wife live in Bellingham with their three children, who attend Bellingham Public Schools. |

"Update from Congress"

Bio: Congressman Rick Larsen is serving his eighth term in the U.S. House of Representatives. Rick represents the Second Congressional District of Washington state, which is north of Seattle and includes portions of Snohomish, Skagit and Whatcom counties and all of Island and San Juan counties. Rick is a leader on transportation and aviation, trade and U.S.-China relations. He is a strong advocate for pro-growth policies that support innovation, job creation and a strong economic foundation. The Second District is home to Boeing’s largest facility where workers make the 747s, 767s, 777s, 787s and the new Air Force KC-46 refueling tanker. The District is also home to Naval Station Everett and Naval Air Station Whidbey Island, which serve central roles in the Defense Department’s Asia-Pacific mission. Rick and his wife, Tiia, are the proud parents of two sons, Robert and Per, who represent the fifth generation of Larsens in the District.

"Mental Health and the Criminal Justice System in Whatcom County"

Bio Bill Elfo is the Sheriff of Whatcom County and Chairs the Whatcom County Behavioral Health Revenue Advisory Committee. Bill holds a Bachelors and Masters degrees in Criminal Justice and a Juris Doctorate – all from Nova Southeastern University in Fort Lauderdale. He has also completed post-graduate studies in police administration at the University of Louisville. Bill was appointed by the Governor to serve as Vice Chair of the Washington Criminal Justice Training Commission. He has testified before the Congress of the United States on matters of homeland security in border communities. Bill serves on the Commission Against Domestic Violence and served for over 10 years on the Corporate Board of the Boys and Girls Clubs of Whatcom County where he received the Outstanding Service to Youth award. Bill is married and lives in Ferndale. He has four sons and two cats. Overview: America is experiencing a disturbing and increasing trend in the number of offenders housed in its county jails that suffer from severe, persistent and often dangerous forms of mental illness and addiction disorders. The Whatcom County Jail is no exception. While most people with mental illness do not commit crime, certain types of mental illness and addictions ultimately lead to crime and incarceration. The severity of crimes varies greatly, but range from offenses against public order and property to those involving extremely serious and violent offenses. The presentation will outline the extent and nature of the problem and the incremental but steady progress Whatcom County is making in addressing this issue. |

There will be a presentation by Rand Jack around 10:15 a.m. and a VIP walk at 10:30 a.m. with our Executive Director and community members and organizations involved in the Stimpson preservation -- which Rotary members are, of course, invited to participate in. "Celebrating 15 years of Stimpson" Saturday, May 16, 2015 10 a.m. to 1 p.m. 2076 Lake Louise Rd., Bellingham The community is invited to join Whatcom Land Trust, Whatcom County Parks and Recreation, the Rotary Club of Bellingham and the Department of Natural Resources in an event from 10 a.m. to 1 p.m. on Saturday, May 16, at Stimpson Family Nature Reserve as we “Celebrate 15 years of Stimpson” and explore the history of the nature reserve. Naturalists with the Whatcom Land Trust, North Cascades Audubon Society and other organizations will be stationed along the 1.2 mile Geneva Pond Loop Trail to educate participants about the flora and fauna at the reserve. There will also be an opportunity to chat with employees of the Land Trust, Rotary Club and DNR, and members of the Stimpson family about the reserve, located on the 2000 block of Lake Louise Rd. in Bellingham. The Stimpson reserve’s conservation story began in 2000 when the Stimpson family donated a 116-acre parcel of old growth forest located in the Lake Whatcom Watershed to Whatcom Land Trust. What followed was a complex community conservation success that led to the creation of a 350-acre park with approximately four miles of family-friendly trails that wrap around two ponds on the site. Parking lot improvements and new restrooms were completed in fall 2014 to provide better accessibility for families to enjoy the area. An informational kiosk was installed in spring 2015. Participants are encouraged to take the bus to the event. WTA’s Sudden Valley Route 512 leaves from the downtown Bellingham station hourly on Saturdays and will stop directly at the Stimpson Family Nature Reserve parking lot. Parking is also available at the Whatcom Hills Waldorf School, 941 Austin St., which offers access to Route 512 with a bus stop on the corner of Fremont and Austin streets.

Arrive at the ferry terminal at 9:30 am, park in the lot on the left as we drive in and pay 50 cents per hour in the fare box and be ready to board the "Salish Sea" at 9:45 am and depart at 10:00 am. We will have 2 to 3 hours ashore, including a chicken lunch, at Fossil Bay on Sucia Island and return to Bellingham about 5:00 pm. The cost is $75 each including lunch and we will need it prepaid. The vessel seats 40 comfortably. |

"A Report on the past Legislative Session"

Bio: Doug Ericksen is an American politician of the Republican Party. He is a member of the Washington State Senate, District 42. Born the youngest of three sons to a middle-class Lutheran minister's family, Doug Ericksen learned early in life the importance of faith, family, and the American work ethic. Rev. Len and Bette Ericksen (a former public school teacher) taught their sons Dave, Don and Doug to work hard in school, to work hard in life, and to take advantage of the opportunities our great nation offers. Dave now is managing partner for a major law firm in California, Don is an orthopedic surgeon in Montana, and Doug is serving his home town community as our state legislator. Educated at Lowell Elementary, Fairhaven Middle, and Sehome High School, Doug excelled in the class room and on the athletic field. Doug earned six varsity letters at Sehome High School and was named to the All-State Football and Baseball games. Doug accepted an offer from Cornell University to attend school in Ithaca, New York. At Cornell, Doug earned a degree in Government from one of the top rated schools of government in our nation. Following graduation from Cornell, Doug took an opportunity to travel to Taiwan, ROC, to teach English. Taiwan made two major impressions upon Doug: the strength and energy of their free markets and the amount of pollution in their air. The Taiwan experience inspired Doug to continue his education with the goal of promoting the positive aspects of the free market while protecting the citizenry from the negative impacts of a polluted society. Doug enrolled at Western Washington University in the masters program of Political Science and Environmental Policy. After taking time to work for Sen. Ann Anderson in Olympia, Doug received his MA in 1995. Following his completion of study at WWU, Doug served as campaign manager for Sen. Anderson's bid for Lt. Governor. In 1998, Doug went to work for the Department of Fish and Wildlife as Legislative Affairs Coordinator. During that time Doug worked with agency staff, Committee Chairman Jim Buck, Republican Floor Leader Dave Mastin, and committee staff to create the 1998 Salmon Habitat Recovery Act. This legislation put in place a grassroots driven methodology to identify salmon habitat recovery projects at the local level, fund them with state and federal dollars, and then monitor the projects for success or failure. In 1998 Doug left the Department of Fish and Wildlife to run the State Legislature, his first campaign for elected office. After winning his election, Doug has gone on to serve with distinction as our State Representative standing up for the taxpayers, the people who provide jobs, and for protecting our environment. Doug now serves as the State Senator for the 42nd Legislative District. Sen. Ericksen serves as Chairman of the Senate Energy, Environment and Telecommunications Committee. . Guatemala Audiology Program

Dr. Michael Mallahan has been the director of the Hearing & Balance Lab in Mill Creek since 1995. He has practiced audiology in the greater Everett area since 1982. Dr. Mallahan was instrumental in establishing the first county wide newborn hearing screening program in the State of Washington in 1998. He currently teaches medical audiology in the doctoral program at the University of Washington and supervises doctoral students through his office partnership with the University’s offsite training program. He is regionally recognized for his expertise in providing assessment and direction of rehabilitative care for patients with balance disorders. Dr. Mallahan leads medical/surgical outreach missions twice a year to Guatemala with the non-profit organization Healing the Children, where his teams have conducted hundreds of surgeries and provided free hearing aids to over 2000 children in rural areas across Guatemala. |

Program Overview Recreation Northwest promotes outdoor recreation and brings people together to enjoy, preserve and improve the places where we play. Our primary strategies are Stewardship, Education and Fun: Stewardship - Facilitating collaboration between outdoor enthusiasts, local governments, businesses and individual landowners to improve local trail networks, provide direct service to maintain local parks and develop a sense of pride and ownership in these outdoor places that make our communities unique. Education - Sharing information between race directors, participants and the public to increase communication and positive shared use of our parks and trails and to lessen the environmental impact of events on these places. To highlight the impact of recreation on our local economy. Fun - Getting adults and children outside to be active, build community and enjoy our parks and trails through multi-sport events including the Traverse and Quest Adventure Races. Bio for introductions Todd Elsworth, Executive Director, Recreation Northwest Todd Elsworth brings extensive community-building and project management experience to the organization. He has served on start-up boards, managed his own consulting business and worked for local and global non-profits. He brings an entrepreneurial approach and is known for innovative ideas and bringing the right people together to make things happen. From the outset, Todd has been recognized for raising the bar on sustainable event management and promoting racer stewardship. As an example, he has been a presenter on Sustainable Event Practices for the national organization Council for Responsible Sport. He was also recognized in 2013 as one of “Ten Who Cared” in Whatcom County for the environmental stewardship focus of the Bellingham Traverse.
April Claxton, Executive Manager, Recreation Northwest April Claxton brings 17 years of non-profit management experience. Her initial years were spent directing environmental advocacy campaigns through student organizing and door-to-door canvas offices. Since then she has focused on operations and organizational development. Systems development, financial and IT management, team-building, hiring, staff development and building effective and efficient organizations are a few of her areas of expertise. April has served as volunteer coordinator for many events and organizations, including recruiting, organizing and training over 150 volunteers annually for Recreation Northwest races.

Overview: An introduction to Bellingham’s Spark Museum of Electrical Invention by co-founder and President/CEO John Jenkins. John will share some of the museum’s history, discuss the world-class collection of electrical artifacts and provide an overview of their education programs. John will also describe the rebranding process that resulted in the major turnaround of the Museum three years ago. Bio: John Jenkins is President & CEO of the Spark Museum of Electrical Invention, located in Bellingham, Washington, John is a long time collector of early radio and scientific apparatus, a former Hewlett Packard engineer and retired Microsoft executive. He is a member of several professional associations including the History of Science Society, The Society for the History of Technology, and the IEEE. His interests include the history of science and technology, electronic and computer related technologies, and nearly 50 years as a collector of early radio and electrical scientific apparatus. John lectures and writes on topics related to the history of technology, and in his free time he can be found hiking in the mountains of the Pacific Northwest. |

Program Overview: Oxbo is a manufacturer of specialty agricultural harvesting equipment. Many of the vegetables and fruits that you enjoy are likely picked by machine made by Oxbo at their various manufacturing facilities in the US. Bio: Scott Korthuis started with Korvan industries in the late 1980s. Korvan designed and built a new generation raspberry harvester. Throughout his career he helped develop blueberry, grape, citrus, olives and coffee harvester lines built by the company in Lynden. In the early 1980s he worked for the Georgia Pacific pulp and paper plant here in Bellingham. Scott is a Whatcom county native and lives in Lynden. He has bachelors degrees in Mechanical and Chemical Engineering. He is now a the Berry and Tree Fruit Product Manager for Oxbo. He also happens to be the mayor of Lynden. |

He is working on two significant projects at LCC, the 160 acre I5/Slater commercial development and a new revolutionary Marina at Gooseberry Point for the Lummi Nation Fishing Fleet, the largest commercial fleet on the west coast of North America. As CEO he also works closely with the CEO, Frank Cornett, at the Silver Reef Hotel, Spa, Casino and oversees the operations at the 260 Store in Ferndale, the fueling station and convenience store at the Reef and the Fishermans Cove marine fuel station and store on Gooseberry Point. |

William (Bill) Robson was born and raised in the North-East of England. He emigrated to Canada in 1974 and continued his banking career with The Bank of Nova Scotia after having worked for the Midland Bank in England for almost seven years. Bill retired from banking in 2011 after 43 years.
Bill was invited to join the Provisional Rotary Club of Cloverdale in 1994 and went on to be the Charter President in 1995. For a short time Bill moved to the Surrey Rotary Club, because of a change in jobs, where he served two years as club secretary, but after he retired he moved back to Cloverdale and rejoined that club. Bill is currently a member of the Langley Central Rotary club. Bill has served at the District level as Polio Plus Chair from 2000-2008, Assistant Governor from 2003-2007, International Projects Chair 2007-2008, Grants Chair 2008-2009 and Foundation Chair from 2009-2013. In addition Bill has worked with the District Visioning Team since its inception and is also a member of the faculty for the Rotary Leadership Institute. |
