Raptors of Whatcom County – Their Ecology, Behavior, and Environmental Needs

Overview: In this talk John Bower will give an overview the raptors that call Whatcom County home. He will discuss their natural history, behavior, food, and predators, as well as their population status. He will also focus on the main environmental issues affecting local raptors and discuss the best way to maintain / increase raptor populations in Whatcom County as well as noting local rehabilitation efforts for injured or sick raptors Bio: John teaches field biology, ecology, natural history, evolution, environmental issues, and folk music performance at Fairhaven College of Interdisciplinary Studies at Western Washington University. His current research involves repeating important components of the 1970’s MESA census to document recent marine bird population changes in inshore marine waters. His past research includes conservation biology of seabirds and the endemic Juan Fernandez Firecrown hummingbird on Chile’s Isla Robinson Crusoe, and acoustic communication in birds and whales.

Overview: Bill will discuss how the ports of Seattle and Tacoma are transforming themselves to be globally competitive and will talk about how WA needs to do the same. He will talk about how we need to modernize transportation and education to keep jobs here in WA, and how we need to set priorities that support a job generating economy. In 1992, Bill and his wife Barbara. moved to Seattle where Bill founded a company that helps U. S. exporters open, access and expand international markets. Bill was elected to the King County/Seattle Port Commission in 2007. From 2009 to 2011 his peers elected him commission president for an unprecedented three consecutive years. In 2010, Bill was named Washington's Outstanding Local Government Official and Maritime Public Official of the Year.

Started with a small personal investment in 1989 from his home, Rud built the company into the world’s pre-eminent mobile technology solutions company with $75 million in annual revenues and 360 employees spread across the US, Canada, UK, France and Australia. Rud sold Ryzex in 2011 and now divides his time between being an elected member of the Whatcom County Council and as the CEO of Ryanna Capital, an Impact Investment company.

"The State of the Judiciary in Washington and Current Issues Before The State Supreme Court"

Bio: On October 31, 2012, Justice Barbara Madsen was unanimously elected by her colleagues to serve a second term as the 55th Chief Justice of the Washington State Supreme Court. As Chief Justice, she is the court’s chief spokesperson, presides over Supreme Court hearings and conferences, and co-chairs the state’s Board for Judicial Administration. The voters elected Justice Madsen as the third woman to serve on the Washington Supreme Court in 1992, and she was re-elected in 1998, 2004, and 2010. Justice Madsen, a native of Renton, received her undergraduate degree from the University of Washington in 1974 and earned her J.D. from Gonzaga University School of Law in 1977. While at Gonzaga, Justice Madsen volunteered many hours with Gonzaga’s University Legal Assistance Clinic and Spokane Legal Services. After completing law school, Justice Madsen worked as a public defender in King and Snohomish counties. In 1982, she joined the Seattle City Attorney’s Office and was appointed Special Prosecutor in 1984. Mayor Charles Royer appointed Justice Madsen in 1988 to the Seattle Municipal Court bench, where she served as Presiding Judge. Justice Madsen is committed to public service and equal justice. When she served as the Special Prosecutor, Justice Madsen developed the child abuse component of the Family Violence Project. After joining the bench, she began working toward the development of a Domestic Violence Coordinating Committee to comprehensively address violence in the family. As the Presiding Judge, Justice Madsen increased opportunities for women and attorneys of color to receive appointments as pro tem judges. Justice Madsen’s commitment to equal justice continues today in her role as the chair of the Washington State Gender and Justice Commission. In 1993, Justice Madsen was honored as the first recipient of the annual Myra Bradwell Award, honoring an outstanding alumna of Gonzaga University School of Law who has made great strides on behalf of women. She received the Washington Women Lawyers Vanguard Award in 1998 and 2002 for her leadership and inspiration for women in the legal profession. In 2004, Justice Madsen co-chaired the Crystal Brame Committee which secured legislation requiring all police agencies to adopt investigation protocol for police perpetrated domestic violence. Since 2005, she has led efforts to establish the Initiative for Diversity, a program encouraging legal employers to commit to and implement individual organizational plans to increase diversity and received a Social Justice Award in 2011 from The Loren Miller Bar Association for her unwavering dedication to the pursuit of justice and equality in Washington State. Chief Justice Madsen has chaired the Washington State Gender and Justice Commission since 1998. Most recently the Commission, partnering with other community groups, succeeded in passing legislation banning the shackling of women prisoners during labor. In 2010 she was named the Seattle University School of Law Woman of the Year and in 2014 she was awarded the Gonzaga Law Medal from Gonzaga University School of Law. As chief justice, she is committed to continuing the Supreme Court’s long-standing support for access to justice. Justice Madsen is a member of Washington Women Lawyers and the National Association of Women Judges. She and her husband, Donald Madsen, live in Pierce County and have four children.

He will share his approach to additive manufacturing based on 30 years of subtractive fabrication experience and discuss additive's influence on the future of the industry. 3D Metal printing brings a new competitive advantage to Whatcom County’s designers, manufacturers and service providers. Bio: Roger's entrance into the world of manufacturing began with a Manufacturing Certificate quickly followed by a certification as a Harley Davidson Technician. A few business development classes later, Roger started Key Manufacturing. Key provided the Puget Sound with high quality manufacturing and machining services while serving the marine, military, automotive, alternative energy, medical, and aerospace industries. In the early 2000's Roger relocated Key Manufacturing from Mukilteo to Ferndale. While machining a complex part at his Ferndale location, Roger became acquainted with the potential of 3D Metal Printing to revolutionize the industry. He quickly reorganized the company, founded 3DX and acquired the first 3D Metal Printer of its kind west of the Mississippi. When he is able to free himself from the office, Roger enjoys motorcycle trials riding with the PST (Puget Sound Trailers), boating, and fly-fishing. |

Intro: Growing up on a farm in the Willamette Valley, Matt Mullet developed a strong work ethic and a desire to make things work more efficiently. With a Bachelors Degree in Chemistry and a Masters of Business Administration, Matt Mullet came well prepared to make a difference here in Whatcom County. Matt’s 36 years of business management experience started with an internship at the Bolster Agency here in Bellingham, followed by his work to help develop Roberts Medical, a local pharmacy / medical equipment supplier; and then a two-year turn around effort at Ocean Kayak to successfully position the business for sale. Joining All American as its CEO in the spring of 2000, Matt’s objective was to transform this small commercial fishing boat builder into an organization that could seize the North America market potential for hydrofoil-assisted catamarans. Over the past 15 years, Matt has successfully built a strong management and technical team, relocated the business into a larger and better equipped facility, and has developed an effective sales & marketing department to capture the growing demand for fuel efficient eco-tour boats, research and survey vessels, passenger ferries and workboats. Matt become the sole owner of All American Marine in 2012. Matt has been married to his wife, Nina, since 1980. They have four grown children, and one grandson. |

"Recycling Is Like Third Grade"

Bio: Since 1996, Rodd Pemble has been the Recycling Manager for Sanitary Service Company, Inc. (SSC) in Bellingham, WA., managing recycling programs for over 45,000 residential, commercial, and institutional customers. Rodd has developed new SSC programs for yard waste, construction materials, plastic film, food waste and food-soiled paper, and electronics. SSC’s award-winning Food To Flowers! school composting program now serves an estimated 25,000 students daily from kindergarden through university level. Rodd has presented at numerous state, regional, and national conferences on a variety of waste reduction and recycling topics. Rodd worked at RE Sources For Sustainable Communities from 1991-96 as a classroom educator, and then as the RE Sources director of the Commercial Waste Evaluation Service, on a contract with Whatcom County. Over five years, Rodd provided on site technical assistance in waste prevention, reuse, and recycling to several thousand local businesses, government agencies, and public institutions including the City of Bellingham, Whatcom County, Western WA University, Bellingham Technical College, Whatcom Community College, and most school districts and private schools in Whatcom County. He has served on the Board of Trustees of the WA State Refuse & Recycling Association (WRRA) since 2009. Rodd is the chair of the Built Green Board of the Building Industry Association of Whatcom County, and since 2009 has been the chair of the Green Team for the annual Ski To Sea Festival. He served as a founding member of the board of the Sustainable Recreation Association. In 2014, he joined the board of RE Sources for Sustainable Communities, where he serves on the Philanthropy Committee. Rodd is a graduate of The Evergreen State College (BA, 1983), the University of Tennessee - Knoxville (1986, Secondary Teaching Certificate) and University of Tennessee - Chattanooga (1989, MS Science Education). He has been active in local community affairs, volunteering on all of the Bellingham Greenways campaigns, and continues today as a volunteer trail builder with the Whatcom Mountain Bike Coalition. He served as president of the Birchwood Neighborhood Association from 1996-2002, as well as a founding member of the board of the Oeser Cedar Clean-up Coalition during the Superfund process on that Birchwood Neighborhood site, and continues to participate in neighborhood affairs. Rodd is an avid road and mountain biker, bicycling to work daily for 17 years, and served on the board of the Mt Baker Bicycle Club for several years. He is married and lives in the Birchwood Neighborhood (since 1995) with his wife and two teenage daughters. Bio: Dan McShane is an engineering geologist with Stratum Group, a geology and environmental consulting company based in Bellingham, Washington. Dan has been assessing geology hazards since 1992. Dan has been reading Washington State landscapes since driving across the Horse Heaven Hills with his father and brother in 1970 and has been reading the Whatcom County landscape since first moving to Bellingham in 1982. Dan also writes a blog on Washington State landscapes, geology, ecology, history and policy at Reading the Washington Landscape.

Developing affordable and special needs housing in Whatcom County.

Bio Will is the Chief of Operations for Catholic Community Services its NW agency. The NW agency of CCS is comprised of the 5 counties north of King County. He has been with Catholic Community Services for 11 years. Living in Bellingham since 1978, Will received his BA from Western Washington University and his MA from Antioch University in Seattle. He has been a part of the management team at CCS that has developed various programs to help the poor and most vulnerable in Whatcom County. These services include alcohol and drug treatment programs for youth and adults, children’s mental health, homeless services and services for those with basic needs, as wells as housing and the development of affordable housing. Overview Catholic Community Services – Developing affordable and special needs housing in Whatcom County. Will is joined by Rob Van Tassell, VP of Community Development, to present a talk on Catholic Community Services approach to developing affordable housing. Bio: Dr. Greg Baker became superintendent of Bellingham Public Schools in July 2010. Now in his fifth year as Bellingham's superintendent, he got to know our school system and community through a comprehensive Entry Plan process. This provided part of the foundation for the development of The Bellingham Promise. In spring 2014, Dr. Baker earned Washington state’s Crystal Apple Award, presented to an individual who has given tirelessly of themselves to enhance positive stakeholder perceptions of K-12 public schools. He received this honor in recognition of his commitment to inclusive and transparent communications and The Bellingham Promise. Prior to Bellingham, he served as a deputy superintendent for Portland Public Schools. He has also served as an intern and special assistant to the superintendent of Boston Public Schools and as an administrator for Spokane Public Schools. He began his career in Alaska as a teacher and assistant coach. Dr. Baker received his doctorate from Harvard University; a master's degree in administration, planning and social policy from Harvard University; and a master's degree in secondary education from Western Washington University. He earned his bachelor's degree with distinction from Gonzaga University. He and his wife live in Bellingham with their three children, who attend Bellingham Public Schools. |

"Update from Congress"

Bio: Congressman Rick Larsen is serving his eighth term in the U.S. House of Representatives. Rick represents the Second Congressional District of Washington state, which is north of Seattle and includes portions of Snohomish, Skagit and Whatcom counties and all of Island and San Juan counties. Rick is a leader on transportation and aviation, trade and U.S.-China relations. He is a strong advocate for pro-growth policies that support innovation, job creation and a strong economic foundation. The Second District is home to Boeing’s largest facility where workers make the 747s, 767s, 777s, 787s and the new Air Force KC-46 refueling tanker. The District is also home to Naval Station Everett and Naval Air Station Whidbey Island, which serve central roles in the Defense Department’s Asia-Pacific mission. Rick and his wife, Tiia, are the proud parents of two sons, Robert and Per, who represent the fifth generation of Larsens in the District.

"Mental Health and the Criminal Justice System in Whatcom County"

Bio Bill Elfo is the Sheriff of Whatcom County and Chairs the Whatcom County Behavioral Health Revenue Advisory Committee. Bill holds a Bachelors and Masters degrees in Criminal Justice and a Juris Doctorate – all from Nova Southeastern University in Fort Lauderdale. He has also completed post-graduate studies in police administration at the University of Louisville. Bill was appointed by the Governor to serve as Vice Chair of the Washington Criminal Justice Training Commission. He has testified before the Congress of the United States on matters of homeland security in border communities. Bill serves on the Commission Against Domestic Violence and served for over 10 years on the Corporate Board of the Boys and Girls Clubs of Whatcom County where he received the Outstanding Service to Youth award. Bill is married and lives in Ferndale. He has four sons and two cats. Overview: America is experiencing a disturbing and increasing trend in the number of offenders housed in its county jails that suffer from severe, persistent and often dangerous forms of mental illness and addiction disorders. The Whatcom County Jail is no exception. While most people with mental illness do not commit crime, certain types of mental illness and addictions ultimately lead to crime and incarceration. The severity of crimes varies greatly, but range from offenses against public order and property to those involving extremely serious and violent offenses. The presentation will outline the extent and nature of the problem and the incremental but steady progress Whatcom County is making in addressing this issue. |

Naturalists with the Whatcom Land Trust, North Cascades Audubon Society and other organizations will be stationed along the 1.2 mile Geneva Pond Loop Trail to educate participants about the flora and fauna at the reserve. There will also be an opportunity to chat with employees of the Land Trust, Rotary Club and DNR, and members of the Stimpson family about the reserve, located on the 2000 block of Lake Louise Rd. in Bellingham. The Stimpson reserve’s conservation story began in 2000 when the Stimpson family donated a 116-acre parcel of old growth forest located in the Lake Whatcom Watershed to Whatcom Land Trust. What followed was a complex community conservation success that led to the creation of a 350-acre park with approximately four miles of family-friendly trails that wrap around two ponds on the site. Parking lot improvements and new restrooms were completed in fall 2014 to provide better accessibility for families to enjoy the area. An informational kiosk was installed in spring 2015. Participants are encouraged to take the bus to the event. WTA’s Sudden Valley Route 512 leaves from the downtown Bellingham station hourly on Saturdays and will stop directly at the Stimpson Family Nature Reserve parking lot. Parking is also available at the Whatcom Hills Waldorf School, 941 Austin St., which offers access to Route 512 with a bus stop on the corner of Fremont and Austin streets.

Arrive at the ferry terminal at 9:30 am, park in the lot on the left as we drive in and pay 50 cents per hour in the fare box and be ready to board the "Salish Sea" at 9:45 am and depart at 10:00 am. We will have 2 to 3 hours ashore, including a chicken lunch, at Fossil Bay on Sucia Island and return to Bellingham about 5:00 pm. The cost is $75 each including lunch and we will need it prepaid. The vessel seats 40 comfortably. |

Bio: Doug Ericksen is an American politician of the Republican Party. He is a member of the Washington State Senate, District 42. Born the youngest of three sons to a middle-class Lutheran minister's family, Doug Ericksen learned early in life the importance of faith, family, and the American work ethic. Rev. Len and Bette Ericksen (a former public school teacher) taught their sons Dave, Don and Doug to work hard in school, to work hard in life, and to take advantage of the opportunities our great nation offers. Dave now is managing partner for a major law firm in California, Don is an orthopedic surgeon in Montana, and Doug is serving his home town community as our state legislator. Educated at Lowell Elementary, Fairhaven Middle, and Sehome High School, Doug excelled in the class room and on the athletic field. Doug earned six varsity letters at Sehome High School and was named to the All-State Football and Baseball games. Doug accepted an offer from Cornell University to attend school in Ithaca, New York. At Cornell, Doug earned a degree in Government from one of the top rated schools of government in our nation. Following graduation from Cornell, Doug took an opportunity to travel to Taiwan, ROC, to teach English. Taiwan made two major impressions upon Doug: the strength and energy of their free markets and the amount of pollution in their air. The Taiwan experience inspired Doug to continue his education with the goal of promoting the positive aspects of the free market while protecting the citizenry from the negative impacts of a polluted society. Doug enrolled at Western Washington University in the masters program of Political Science and Environmental Policy. After taking time to work for Sen. Ann Anderson in Olympia, Doug received his MA in 1995. Following his completion of study at WWU, Doug served as campaign manager for Sen. Anderson's bid for Lt. Governor. In 1998, Doug went to work for the Department of Fish and Wildlife as Legislative Affairs Coordinator. During that time Doug worked with agency staff, Committee Chairman Jim Buck, Republican Floor Leader Dave Mastin, and committee staff to create the 1998 Salmon Habitat Recovery Act. This legislation put in place a grassroots driven methodology to identify salmon habitat recovery projects at the local level, fund them with state and federal dollars, and then monitor the projects for success or failure. In 1998 Doug left the Department of Fish and Wildlife to run the State Legislature, his first campaign for elected office. After winning his election, Doug has gone on to serve with distinction as our State Representative standing up for the taxpayers, the people who provide jobs, and for protecting our environment. Doug now serves as the State Senator for the 42nd Legislative District. Sen. Ericksen serves as Chairman of the Senate Energy, Environment and Telecommunications Committee. . He sits on the Transportation Committee, and the Senate Rules Committee As a State Representative, Doug served as the Deputy Republican Leader, House Republican Floor Leader and as a member of the: Ranking Republican on the House Healthcare Committee Ranking Republican on the House Transportation Committee House Rules Committee House Technology, Energy and Communications Committee House Local Government Committee Legislative Transportation Committee Legislative Ethics Committee Numerous sub-committees and work groups |
