 Is the first female from Puerto Rico  to graduate from the U.S. Military Academy at West Point. Her years of service 1984-2014 saw her assigned to command headquarters from Panama to Bosnia to the National Capital Region.  Her service awards are numerous, given in appreciation for the Meritorious Services she performed in her assignments.  Holder of three Masters Degrees, and a Doctorate in Management in Organizational Leadership, Colonel (Ret) Fraley assumed duties as the Police Superintendent after almost three years as the Provost of the Puerto Rico Police Academy.  She is the Director, Selective Service System for the Commonwealth of Puerto Rico.
