William "Bill" Stumbaugh earned a BS, MA, and Ph.D. at the University of California.  He served in the Peace Corp followed by a career in education including teaching and administrative roles in Lakeside, CA.  Bill is past president of the Rotary Club of Santee-Lakeside in D5340 and of the Rotary Club of Bahia de Caraquez in D4400, Ecuador.  He has served each district as an Assistant Governor.  He has been the coordinator of 13 Global Grant projects developing community potable water systems, education, and hospital support.  His expertise in water and education led to his being chosen as a RI Technical Cadre.  As a Cadre, on behalf of The Rotary Foundation,  he has evaluated many Global Grant projects in Spanish speaking countries by making on site visits.
