Our March 15th speaker from Customs and Border Patrol Frank Carillo is the Patrol Agent in Charge (PAIC). He will be our primary speaker. Amanda Renteria will join him. She is the Border Community Liaison Coordinator.They will be speaking to us about the about the history of the CBP Chula Vista station, their major responsibilities and activities and how they may differ from others stations and other relevant information to help us better understand and appreciate the work they do. 

Frank Carrillo is a Patrol Agent in Charge (PAIC) with the U.S. Border Patrol (USBP) in San Diego, CA. He is responsible for managing daily operations, intelligence activities, and mission support staff at the Chula Vista Station in San Ysidro, CA. The Chula Vista Station encompasses 14.5 miles of land border, 73 square miles

of land north of the border, 373 agents, and four mission support personnel.

He began his career with USBP in 1992 as a member of class 263. His first duty-assignment was at the Campo Station in the San Diego Sector. He later promoted to Senior Patrol Agent at the Chula Vista Station in 1997, then to Supervisory Border Patrol Agent in 1999.

From 1997 to 1998 he was detailed to the U.S. Border Patrol Academy in Charleston, SC, as a Spanish Instructor for sessions 352 and 363. In 2003, Carrillo served a detail assignment with the Commissioner’s Situation Room in Washington, DC, representing USBP Headquarters. In 2004, he facilitated the closure of the Livermore Sector in California and relocated personnel. In 2005, he finalized the cessation of all Livermore operations, including the closure of the sector’s last office, which was located in Fresno, CA.

In 2006, Carrillo promoted to Field Operations Supervisor at the Boulevard Station, then served as the Acting Assistant Commander of Operations from 2008 to 2010 to assist the station in achieving its operational and strategic goals.

In 2010, he promoted to Assistant Chief at USBP Headquarters in Washington, DC, and was assigned to the Operational Requirements Management Branch as a liaison to U.S. Customs and Border Protection’s Office of Technology Innovation and Acquisition. He was instrumental in the development and deployment of the Mobile Agent Centric Surveillance portfolio, which included acquisitions such as the Agent Portable Surveillance System, Mobile Vehicle Surveillance System, and Mobile Surveillance Capability Program, which was deployed to the Tucson Sector in 2013.

In 2013, he was laterally reassigned to the San Diego Sector as an Assistant Chief Patrol Agent in the Mission Readiness Operations Division, with oversight of Tactical Infrastructure/Facility Maintenance and Fleet and Enforcement Technology. In 2015, he transitioned to Assistant Chief Patrol Agent with oversight of the the Training and Traumatic Incident Management Branch and the Force Options Training Branch.

Throughout his USBP career, PAIC Carrillo has served in a multitude of positions, but has most enjoyed those that focus on providing agents the support and tools they need to be successful in their careers. He has been happily married for 24 years and is the father of a 12-year-old daughter, who is the light of his life.
